MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
January 12, 2004

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Heilmeier at 7:37 p.m. Chairman Heilmeier, Supervisor Callaway, Supervisor Sukala, Supervisor Lohrmann and Supervisor Taylor were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present. A moment of silence was observed in memory of Pete Donahue and Carter Paine.
  1. The minutes of December 8, 2003 were approved as presented (Lohrmann/Callaway).
  2. Treasurer’s report was given and accepted as presented.
  3. The agenda was approved. (Taylor/Sukala).
  4. Committee Reports
  5. a. Buildings and Highways – no report
    b.
        Safety committee- Report from Ann Lohrmann.
    i.
         Fire Department – Suburban bought for department, Chuck Nass resigned as Chief, new Chief will be John Duerst.
    ii.
         Police Department – took a first look at a policy for the LESD police car. LESD personnel restructuring.
    iii.
         Pleasant Lake Road—letters and calls to be placed to quarterly highway department meeting at Walworth County. Next meeting in January 22, 2004 at 9 a.m.-there is a public comment period on the agenda. Rick Callaway to go and make request of periodic patrols and for a speed trailer to be set on road during specific times (weekends, etc) This is the least expensive way to try first.
    c.
        Lake Management – Report from Rick Callaway. Lauderdale Lakes Management District is in process of trying to replace Pete Donahue.
    d.
        Finance and Personnel committee – Report from Frank Taylor—held meeting tonight—discussed wages for employees of the Town. Poll workers-here for 13 hours per day, increase to $100/day. Clerk/Treasurer, Highway department and Director for LESD increase by 5%.
    e.
        Information committee – no report.
  6. Planning and Zoning
        a. Farm land separation for Windy Knoll Farms. Approved as presented (Taylor/Callaway)

        b. Conditional use permit for S& R Egg Farm. Plan to tear down 4 barns and replace with 2 new and add manure storage facility. Will be increasing from 600,000 birds to 750,000. Approved as presented. (Lohrmann/Callaway)
  7. Signing of a resolution to appoint David Heilmeier to act on behalf of the Town of LaGrange to apply for permits, grant applications, sign necessary documents, etc. for the boat launch improvements. (Taylor/Callaway)
  8. Discussion of purchasing a video recorder to be used by the Town to record such things as the shorelines, cataloging piers, equipment and buildings that the Town owns, etc. After some discussion, was decided to put back on agenda for February 2004.
  9. Bills were approved for payment as presented with the exception of the bill from Mann Bros. for the boat launches (Callaway/Taylor)
