MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
January 14, 2008

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer was also present.
  1. The minutes of December 10, 2007 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report accepted as presented
  3. The agenda was approved (Bromley/Sukala)
  4. Committee Reports:
        a. Buildings and Highways: no meeting
        b. Safety committee: meeting tonight—going to have Don look at placement of buoys by Bog and Don Jean Bay, and going to keep proposed ordinance as is: counter-clockwise on weekends only Memorial Day through Labor Day
        c. Lake Management Districts: LLLMD is having a meeting on February 2 at the Town Hall
        d. Finance and Personnel: no meeting
        e. Information committee: meetings will be starting again soon
  5. Planning and Zoning:
        a. 60 day extension request for Lawton Estates for review of final plat—Plan and zoning recommends approval, Motion to approve extension giving a total of 120 days (Bromley/Schramm) Motion carries.
        b. 60 day extension request for Farmington Estates (Keske) for review of final plat—Plan and zoning recommends approval, Motion to approve extension giving a total of 120 days (Callaway/Schramm) Motion carries.
        c. Amendment to Conditional use permit for S&R Egg Farm, Dave Hill—going with smaller building sizes rather than the larger proposed a few years ago, Plan and zone recommends approval, Motion to approve as presented (Sukala/Schramm) Motion carries.
        d. Variance request for Lauderdale Lakes Lake Management District for a boardwalk off of parcel H LG3600009 in Mill Lake, Plan and zoning recommends approval pending some clarification, replacing what is there but going 7 feet wide, right now the current boardwalk varies in width, Motion to approve request (Bromley/Schramm) Motion carries.
        e. Smart Growth—Not as eager to have Towns decide on growth projections, want to wait until after SEWRPC meets with Towns in Feb/Mar. Going to want lots of public input
  6. Lights for parking lot—WE Energies sent information with cost figures, after discussing the costs from WE Energies going to look into other options
  7. Pleasant Lake Sewer/Drainage pipe—10” drain pipe to keep lake at a certain level and to prevent flooding, January 4th was cleaned by American Hydro Services, Inc. Cleaned approximately 570’ of the pipe, Lake still higher than when pipe was permitted in 1976 by DNR, that level was 880.6, current elevation is 881.6 due to Fernco I.E. about 4 feet inside the pipe, Town cleaned the pipe as best a possible, see what Pleasant Lake wants to do next. Encourage maintenance agreement. Send to Don’s committee (buildings and roads).
  8. Pier ordinance—running to a few issues with DNR approving pier permits and people thinking they don’t need Town approval/permits then. Rick spoke with the DNR and DNR will send all applications to the Town so we see them too. Crystal to make copies and give to Building Inspector.
  9. Agreement with Walworth County regarding Intergovernmental Cooperation and liaison for such—Motion to approve and send Frank Taylor as liaison (Bromley/Sukala) Motion carries.
  10. Review of Building Inspection contract—not having any problems, see no reason to change
  11. Appointment of Election workers for the 2008-2009 election cycle—Elizabeth Sukala, Barbara Bennett, Shirley Taylor, Barbara Taylor, Sylvia Baker, Jane Kwasinski, and Rick Callaway—Motion to approve and recruit more as necessary (Bromley/Schramm) Motion carries.
  12. Walworth County Lakes Association is having a meeting at the Town Hall on January 26th, will have a speaker
  13. Implementing suggested raised for Town employees—suggested by the finance committee was 3 ½ percent, Motion to implement 3 ½ percent increase in wages for all Town employees (Callaway/Schramm) Motion carries.
  14. Memorandum of Understanding with Walworth County to participate in Natural Hazards Mitigation Plan and appoint a liaison—Motion to sign and appoint Jeff Schramm as liaison (Bromley/Callaway) Motion carries.
  15. April 2005 election—getting voice mail
  16. Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Sukala) Motion carries.

There being no further business a motion to adjourn was made at 9:07 p.m. (Callaway/Schramm) Motion carries.
