MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
January 8, 2007

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Lohrmann, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
  1. The minutes of December 11, 2006 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report was accepted as presented.
  3. The agenda was approved (Bromley/Lohrmann) Motion carries
  4. Committee Reports:
        a. Buildings and Highways: no meeting held
        b. Safety committee: meeting tonight, Keske stepped down from Board of Directors, Condroski on, audit for Water patrol will be sometime in February, LLLMD looking at purchasing new patrol boat, launch ramps are done
        c. Lake Management Districts: Pleasant Lake has meeting on Saturday, January 13, 2007 and Lauderdale Lakes Management has meeting Saturday at the Fire Department
        d. Finance and Personnel: no meeting
        e. Information committee: working on April newsletter
  5. Planning and Zoning:
        a. Rezone request on Lawton property to change from C-2 to A-1—Lots of discussion, Motion to deny request to rezone(Lohrmann/Sukala)—2 aye, 3 nay-motion fails. Motion to table (Lohrmann/Sukala) Motion carries.
        b. Conditional use request for a conservation subdivision on the Lawton property on Highway H—plan presented, current zoning is C-2, allows for 12 units, secondary areas would be made into prairie grasses, much discussion ensued, plan and zone commission denied, Motion to approve (Sukala/Lohrmann) Sukala and Lohrmann-yes, Taylor, Bromley, Schramm-no Motion fails. Motion to deny (Lohrmann/Sukala) Sukala and Lohrmann-yes, Taylor, Bromley, Schramm-no Motion fails. Motion to table until Town can look at entire Town zoning (Taylor/Schramm) Motion carries with Taylor, Bromley, Schramm ayes and Sukala and Lohrmann nays. Motion to limit the tabling of this item until June 2007 (Taylor/Schramm) Motion carries.
        c. Conditional use request for Stan Smith for a conservation subdivision on Highway H—Plan and zoning approved, 12 units, 150 plus foot setback from lake, Motion to approved conditional upon getting an approved storm water drainage plan (Schramm/Lohrmann) Motion carries.
        d. Stan Smith “cookie cutter” subdivision plan—Plan and zoning denied, Motion to deny (Schramm/Sukala) Motion carries.
        e. Conditional use request for Russ Keske for a conservation subdivision on Highway 20—Plan and zone denied application, much discussion, Motion to approve (Lohrmann/Sukala) Motion failed with Sukala, Lohrmann-ayes, Taylor, Bromley, Schramm-nays. Mr. Keske asking for denial rather than table. Motion to table for a period not to exceed six months (Taylor/Schramm) Motion carries with Taylor, Bromley, Schramm-ayes, Sukala/Lohrmann-nays. Reason behind tabling this is to look at conformance with both zoning and land use plan.
        f. Conditional use request for Formolo on the Racine Girl Scout Camp property—delayed by petitioner until February.
        g. Conditional use request for Code Family on Racine Girl Scout Camp property—delayed by petitioner until February
        h. Conditional use request for Code’s on the Racine Girl Scout Camp property—delayed by petitioner until February
        i. Moratorium—discussed, not to exceed 12 months, suggest looking at purchasing development rights, Motion to schedule public hearing for February’s Town Board meeting (Schramm/Taylor) Motion carries.
        j. Pre-consultations with petitioners on agenda—not wise to commit to decisions
        k. Review of land classifications—devised an experimental grid to determine whether current zoning is correct or should be changed. Trying on a couple of properties.
  6. Town engineer—currently have Strand and Associates, send out letters to engineering firms, ask for qualifications and rate schedules, have a deadline to submit letters of application.
  7. Fixing Town Hall chimney—needs to be rebuilt, have buildings and roads committee get bids for fixing it for budgeting purposes.
  8. Launch ramp fees ordinance—DNR suggests collecting fees, if we don’t collect could affect any grant monies may need down the road, should be a steel box, one price for daily, season pass, Greg Tweilmeyer will get Don a copy of Lake Beulah ordinance.
  9. Lauderdale Lakes Aqua Skiers permit for 2007 season—Safety committee approved, much discussion, Motion to approve permit with out shows and changing Sunday’s practice time to 9-11 a.m. (Lohrmann/Schramm) Motion carries.
  10. Cleaning Town Hall—February 3, 2007 at 9 a.m.
  11. Pier surveys—quite a few coming in already, some are incorrect, start going through them now and put labels or highlight missing information and send back to owner with request for missing info., organize in a file by street address
  12. April 2005 election—just getting voice mail
  13. Payment of bills properly submitted for payment—Sukala/Schramm—Motion carries

Motion to go into closed session—roll call vote: Schramm-aye, Lohrmann-aye, Sukala-aye, Bromley-aye, Taylor-aye.
Motion to resume in open session—Lohrmann/Sukala
There being no further business a motion to adjourn was made at 10:50 p.m. (Lohrmann/Schramm) Motion carries.
