MINUTES OF REGULAR TOWN BOARD MEETING LAGRANGE TOWN BOARD October 10, 2005 The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor at 7:30 PM. Chairman Taylor, Supervisor Callaway, Supervisor Sukala, Supervisor Lohrmann and Supervisor Schramm were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present. The minutes of September 12, 2005 were approved as presented. (Sukala/Schramm) The treasurers’ report was given and accepted as presented. The agenda was approved with the addenda(Sukala/Callaway) Presentation on the Economic Development Alliance, Inc.—they are asking for a donation to help fund them. Will discuss this during budget workshop Committee reports: a. Buildings and Highways- met with Jesse Lawrence and viewed the property Mr. Lawrence wants from the Town and the committee recommends selling the property to Mr. Lawrence with the Mr. Lawrence to cover all fees. Need approval at the annual meeting in April 2006 to sell property. b. Safety Committee – Fire Dept: working on equipment truck; Launch Ramps: need to bid out projects—Don will contact Strand for this; Buoy—major ones out by Nov. 1; Pleasant Lake Road: Town of Troy has passed ordinance to lower speed limit; LESD: issued 40 warnings, had one parking violation at Pleasant Lake Park, had $300 donated for use on Pl. Lake Park, recommend shrink wrapping boat c. Lake Management Districts’ reports: i. Pleasant Lake—no meeting ii. Lauderdale Lakes Management District—next meeting is November 6th, safety committee will be on the agenda d. Personnel and Finance—no meeting e. Information committee—no meeting Plan and Zone- a. Shoreyard variance request for Clarence Watson, W5429 Lost Nation Road, Elkhorn—Plan and zoning commission recommends to deny this request, suggest combining the two lots (one in question and one next to it) and building the combined lot. Lot is very steep. Motion to deny request (Callaway/Schramm) Motion carries. b. CSM approval request for Gerald Markham, W6478 Kettle Morraine Drive—request from Markham to put on November agenda c. CSM approval request for Jeff Ehlen for 3 lots on McCabe Road—A-2 land will be with the C-2 land and rest is A-1, Plan and Zone recommends to approve. Motion to approve (Sukala/Schramm) Motion carries. d. Conditional use permit request for Shawn Williams for a house and a barn on A-1 land—Tabled by Plan and Zoning for more information, drawings, Motion to table (Lohrmann/Sukala) Motion carries. Discussion regarding LESD problems as per Rick Callaway’s MEMO dated 9/26/05—Need to get a copy to Attorney Adelman, and to clear up any confusion regarding who is officers and who is not. Motion to ask Attorney Adelman to go over the memo, look at it, look at that other issue and any other of the kinds of things that may be on the horizon for the LESD. (Callaway/Sukala) Update on investigation regarding the April 05 election—haven’t talked with anyone Sale of Cobia—have bid of $4,100 for boat and motor Motion to accept bid (Lohrmann/Schramm) Motion carries. Will get quote for removal of radio equipment etc. Leave of absence request for Charles Sigmund—request is from December 15, 2005 to April 15, 2006, suggest Badger Land Use to fill in during this time. Would be no additional cost to the Town—Badger to keep 80% of fees collected and Town to get remaining 20%, Badger would be independent contractors. Motion to approve leave of absence and have Badger Land Use fill in (Sukala./Schramm) Motion carries. Shagbark Lane proceedings—Motion to set a meeting date of November 12, 2005 at 9 a.m. at the Town Hall (Callaway/Sukala) Motion carries.
