MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
October 12, 2009
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Chairman Taylor, Supervisor Bromley, Supervisor Sukala, and Supervisor Schramm were present. Crystal Hoffmann, Clerk/Treasurer was also present. Supervisor Callaway was absent.
  1. The minutes of the September 14, 2009 minutes were approved (Bromley/Schramm)
  2. Treasurer Report, approved as read
  3. Approval of Agenda, with moving item 10 to right after 3, and item 16 to 4a (Bromley/Schramm)
  4. Dr. Suzanne Zentner, Superintendent of Whitewater Unified School District—here to introduce herself
  5. Committee Reports, if any from:
        a. Buildings and Highways—16-Bids for dredging project in front of the boat house—received one bid, from Inland Dredging--$21,000 original site bid, $2,000 permit fee for DNR, also have to get soil samples, hope to get to water depth of 3 ½ feet, but cannot remove any virgin bottom, so if hit bottom before reaching 3 ½ feet, then have to stop, 100 feet wide 50 feet out. Motion to table until end of meeting (Schramm/Bromley), Motion to approve the $21,000 bid from Inland Dredging (Sukala/Bromley) Motion carries.
        b. Safety—no meeting, recognize a generous donation from Yacht Club to Fire Department. THANK YOU!
        c. Lake Management Districts' Reports—Board of adjustments regarding board walk on LLLMD property on Wednesday at Walworth County
        d. Finance & Personnel—no meeting, taking applications for a new member
        e. Information committee—no meeting
  6. Planning and Zoning Commission
        a. Farmland separation for Nelco Farm, LLC at N9040 Nelson Road, East Troy, parcel H LG1200006—P&Z recommends approval, separating off house from farm land, Motion to approve (Schramm/Bromley) Motion carries.
        b. Rezone request for Rich and Catherine Lopardo from A-1 to A-4 on parcel HLG3600007A, to build a house and storage unit—P&Z strongly encouraged them to go back and start over, re-think plan, no action needed
  7. Aerator permit for Beth Mitchell, W5352 Plantation Road-- Motion to approve (Bromley/Schramm) Motion carries.
  8. John’s disposal—pricing for next year—Wisconsin raised the land-fill tipping fee per ton. Looking for an increase from $150/year to $157.20/year which breaks down to $3.80/month for recycling and $9.30/month for garbage. Motion to approve the increase to $13.10/month or $157.20/year (Bromley/Schramm) Motion carries.
  9. Appointment of committee member to Buildings and Highways—right now only have 6 members this would make 7—Michael Petz has applied, is a general contractor that lives in Gladhurst, Motion to approve (Bromley/Schramm) Motion carries.
  10. Road damage ordinance approval—this would allow for the Town to charge back by special assessment to the property owner for any damage done to roads due to construction, Motion to adopt the ordinance to permit the charge back of costs and expenses incurred by the Town arising out of or related to damage to Town roads (Bromley/Sukala)
  11. Request for reduction in speed on Greening Road to 40 MPH—Tom Luxem here to present and request for speed to be changed to 45 MPH, looking for a posted speed limit, has petition with many signatures in support of a reduction in speed, there is a lot of recreational traffic on the road, State Law requires pedestrians and bicyclists to be as close to the edge of the road as possible, suggestion to consider lowering Tamarack Road to 45 MPH also, Motion to reduce the speed on Greening Road from 55 MPH to 45 MPH (Schramm/Sukala) Motion carries 3-1.
  12. Request to change the road right-of-way at N7491 Country Club Drive for Bart Jacobson—need to determine whether or not this is a dedicated road or a prescribed road, need to go back to find out if there is an easement on the property, do a title search, no action necessary
  13. Request for a letter of support for a grant application for WCEDA—applying for a grant for cleaning up of brown fields, Motion authorize a letter of support for a grant application for WCEDA (Bromley/Schramm) Motion carries.
  14. Update on investigation regarding the April 05 election—talked with Rebecca Wiese and requested results after 4 ½ years of waiting, would like to see some evidence that something was happening
  15. Approval of bills properly submitted for payment

  16. Opening and awarding of dredging project bids—see 4a.
