MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
October 13, 2008

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Chairman Taylor, Supervisor Bromley, Supervisor Sukala, Supervisor Callaway and Supervisor Schramm were present. Crystal Hoffmann, Clerk/Treasurer was also present.

  1. The minutes of September 9, 2008 were approved as presented (Bromley/Schramm)
  2. Treasurer’s report, accepted as read.
  3. The agenda was approved (Schramm/Sukala)
  4. Committee Reports:
        a. Buildings and Highways: no meeting
        b. Safety committee: Would like for the Town to approve authorizing the Lauderdale Lakes Lake Management District Safety Patrol to issue citations for the Town/Fire Department for fires without permits, have talked to the Fire Department and they are in favor of this—will put on November agenda for action; New safety member—Motion to approve George Potter as new member of the safety committee (Schramm/Sukala) Motion carries.
        c. Lake Management Districts: nothing to report
        d. Finance and Personnel: nothing to report
        e. Information committee: no meeting
  5. Planning and Zoning:
        a. Certified Survey Map approval for Sandy Hamilton, N7511 Country Club Drive, which combines two existing lots into one—Motion to approve (Bromley/Callaway) Motion carries.
        b. Variance request for Larry and Pat Cady, N7386 Arrowhead Lane, for a 3.3’side yeard setback rather than the 15’ setback required by Walworth County Ordinance—Plan and Zone approved as found hardship in that there would be difficulty in putting an addition on anywhere else, neighbors are ok with the plan, Motion to approve (Schramm/Sukala) Motion carries.
        c. Farm separation for the Estate of Florence Hillmer, N9107 Hwy 67—Plan and zone approved, Motion to approve (Schramm/Sukala) Motion carries. Zoning of property remains as is A-1.
        d. Review of Smart Growth maps
        e. Discussion/possible action regarding Walworth County’s interpretation of the multiple CSMs on a single parcel of land, i.e. 5 year time limit—Refer to Attorney Macy to make as strong of language as possible for our ordinance. Motion to table until have information from attorney (Bromley/Schramm) Motion carries.
        f. Response to Walworth County regarding limiting the land use of farm separations to the primary uses allowed on land, with no CUPs allowed—Conditional use permits are used to allow things that make sense in areas, i.e. home businesses—Motion to leave things as they are and allow CUPs (Bromley/Sukala) Motion carries.
  6. Aerator permit for Pleasant Lake Pro and Rehab to keep drain pipe open—Motion to approve (Callaway/Sukala) Motion carries.
  7. Aerator permit for Beth and Barry Mitchell, W5352 Plantation Road—this is the same permit request we get every year, must follow ordinance guidelines and mark area, Motion to approve (Bromley/Schramm) Motion carries.
  8. Deakin Isle Bridge repairs—2 pads need to be fixed or replaced, Don is going over with 2 engineers to look at it, possibly use spancrete for top?, will continue to work on.
  9. Appointment of new Plan and zone commission member and safety member—Safety member already done see 4b, Plan and zone—not ready for recommendation yet, would like to see a lake person fill this position for well rounded commission
  10. standards for zoning ag land—table until November
  11. Sterlingworth boat launch repairs—have bid from BR Amon for $7946.70 to re-blacktop and fix manhole—Motion to approve using monies received from launch fees (Sukala/Schramm) Motion carries. Clerk will place ad in paper stating we are entering into this contract.
  12. Westshore drive boat launch repairs—have bid from BR Amon for $3076.00, Motion to approve using monies received from launch fees (Sukala/Schramm) Motion carries.
  13. Using Highway dept. savings account to cover repairs to a trailer for highway department use—The money in the savings account comes from driveway permits and utility permits and this is what this money is saved for, Motion to approve using the highway department savings account monies to fix up trailer (Sukala/Schramm) Motion carries.
  14. April 2005 election—voicemail
  15. Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Sukala) Motion carries.
There being no further business a motion to adjourn was made at 8:33 p.m. (Bromley/Callaway) Motion carries.
