MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
October 9, 2006
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Lohrmann, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
  1. The minutes of September 11, 2006 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report was accepted as presented.
  3. The agenda was approved with addenda (Schramm/Lohrmann) Motion carries
  4. Committee Reports:
        a. Buildings and Highways: no meeting held
        b. Safety committee: meeting tonight, extensive water patrol report give by Nestor at safety meeting, launch ramps—are in, have to do blacktop yet, Aqua Skiers—in complete compliance with Walworth County, will look to the Town and County for non-compliance use, Boat house—up, no electric yet, putting in lifts for boats, speed limit change on Bluff Road from 55 MPH to 45 MPH—committee agreed should be looked at, will be on agenda for November c. Lake Management Districts:
        i. Pleasant Lake: nothing to report
        ii. Lauderdale Lakes Management: proposal to purchase Lauderdale Landing for $1.1 million, golf course building is over budget, but golf course doing well and is covering the overage so no change in taxes
        d. Finance and Personnel: no meeting
        e. Information committee: no meeting
  5. Planning and Zoning:
        a. Plat approval request for Stan Smith—meeting on 10/12 to walk property, have met with Walworth County and meets all requirements of the Conservation Subdivision Ordinance.
        b. Murray—no show
        c. Rezone for Klimaitis property—no show
        d. Certified Survey Map approval request for Fred Lawton for 4 lots, Plan and zoning did approve with deed restriction for no further development, however, lots 3 and 4 are essentially “flag” lots and not allowed in the Town of LaGrange, surveyor says have to be flag lots because of topography, Motion—recommend not be approved absent showing hardship to disregard ordinance (Bromley), Motion withdrawn (Bromley) Motion to table (Schramm/Sukala) Motion carries.
        e. Moratorium—can adopt moratorium relating to land divisions and roads, but not on zoning as the Town does not have the power to zone, would have to do this by ordinance and publish class 2 notice of hearing in paper, Plan and zoning recommends proceeding with the consideration of a moratorium to slow down developing pressures as we proceed with smart growth, Motion to table (Bromley/Schramm) Motion carries with Chairman Taylor abstaining from the vote
        f. Review of land classifications—not ready to go forward
        g. Guideline formulation/discussion for plan and zoning issues—continue to work on
        h. Attended a pre-application meeting for Keske conservation subdivision—will do on-site walk before November meeting, favorable plan, only minor changes
  6. Whitewater Unified School presentation regarding the referenda questions that will be on the November 7, 2006 ballot. Presentation by Leslie Steinhaus and Chuck Nass
  7. Richard and Margaret Leuenberger pier issue with neighbors pier—need proof of when neighbors pier was built, really a DNR issue, regarding riparian zone
  8. Ordinance regulation vehicles on Pleasant Lake—trying to solve a problem that doesn’t exist, currently allow vehicles on Lauderdale Lake, advise residents of 1-800 DNR number for violations they see. Motion to table (Lohrmann/Schramm) Motion carries.
  9. Ordinance regarding special assessments for new fire number signs—Motion to adopt ordinance with changes made and have hearing in November (Bromley/Schramm) Motion carires.
  10. April 2005 election investigation—nothing new to report
  11. Blacktopping for boat launches—Bid from Amon for $11,048 for both launches—Motion to accept (Taylor/Sukala) Motion carries
  12. Payment of bills properly submitted for payment—Taylor/Schramm—Motion carries

Motion to go into closed session to discuss Strand and Associated bills—roll call vote: Schramm-aye, Lohrmann-aye, Sukala-aye, Bromley-aye, Taylor-aye.
Motion to go back into open session (Lohrmann/Schramm) Carries There being no further business a motion to adjourn was made at 9:45 p.m. (Schramm/Lohrmann) Motion carries.
