MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
November 10, 2003
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Heilmeier at 7:30 PM. Chairman Heilmeier, Supervisor Callaway, Supervisor Sukala, and Supervisor Taylor were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present. Supervisor Lohrmann was absent.
- The minutes of October 13, 2003 were approved as presented. (Taylor/Sukala)
- The treasurers’ report was given and accepted as presented.
- The agenda was approved with the addenda. (Sukala/Taylor)
- Committee reports:
a. Buildings and Highways – no meeting held
b. Safety Committee – no meeting held
c. Lake Management Districts’ reports:
i. Pleasant Lakes—looking into safety issues on Pleasant Lake Road.
ii. Lauderdale Lakes Management District—Discussion about Singing Hills Girl Scout Camp and a no wake speed zone for PWCs.
d. Administration and Personnel—no meeting held
e. Information committee—have small “letter” for tax flyer, and working on profiles for the web site. Next meeting January 19, 2004.
- Plan and Zone-
a. Request for a conditional use permit for Sherry Parker, N9043 Hwy H, to be used as a bed and breakfast and craft store. Issue was tabled at the Plan and Zoning meeting so Ms. Parker could go to Walworth County for more help. Motion to table (Callaway/Sukala)
- Pier permit request for John Crueger, N7498 Bay Drive—owns 101’ on Middle Lake. Motion to approve pier request pending DNR approval and adding restriction that no shore station shall extend beyond 35 feet into the channel and that there be no more than two mooring facilities (Taylor/Sukala).
- Request for aeration permit for Bill Hones, W5352 Plantation Road. Purpose is to prevent damage to pier. Motion to accept as presented (Sukala/Callaway)
- Discussing refuse/recycling collection with different containers—right now we have weekly pick-up of both garbage and recycling. If go to new containers, only the garbage will be collected every week and recycling every other week. Need to invite representative from John’s Disposal to a meeting to discuss this issue further.
- Smart growth intent letter to Walworth County—yes, draft letter stating that the Town does intend to participate, however also state that such letter is NOT binding. (Callaway/Sukala)
- Discussion of Girl Scout property at Singing Hills—possibility putting up for sale as Scouts no longer use camp enough. Concern is zoned C-2, and could be developed. Lake Management District and the Improvement Association and the Conservancy are meeting Wednesday, November 12th to discuss possible options such as other camps using this property, etc.
- Discussion/possible action regarding the vacation of Circle Drive—Easement currently states that the Town has a 50 foot easement on Circle Drive. The attorney for Mr. Walton has proposed to change the easement to a 40 foot access to be for snow storage and emergency type vehicles only. While the 40 foot access goes against the current ordinance of the Town, the intent of the Town is to vacate this road as a whole in the future. Motion to approve new 40 foot easement (Taylor/Sukala)
- Approval of bills properly submitted for payment (Sukala/Taylor).
The meeting then moved into closed session per roll call vote: Taylor-aye, Sukala-aye, Callaway-aye, and Heilmeier-aye.
The meeting then moved back into open session per the posting.
There being no further business a motion to adjourn was made at 8:50 PM (Taylor/Sukala)
