MINUTES OF REGULAR TOWN BOARD MEETING LAGRANGE TOWN BOARD November 12, 2007 The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present. The minutes of October 8, 2007 were approved as presented (Bromley/Sukala) Treasurer’s report accepted as presented The agenda was approved (Callaway/Schramm) Motion carries Committee Reports: a. Buildings and Highways: no meeting b. Safety committee: no meeting c. Lake Management Districts: nothing to report d. Finance and Personnel: no meeting e. Information committee: no meeting Planning and Zoning: a. Farm separation for Larry and Terry Pechous, W5908 Territorial Road—Plan and zone approved, property all zoned A-1, Motion to approve as presented (Schramm/Callaway) Motion carries. b. Variance for Storandt, N7446 Arrowhead Lane—didn’t appear before plan and zone, Motion to table (Callaway/Sukala) Motion carries. c. Rezone request for Gene Kisting—no application has been filed with Walworth County yet, plan and zone recommends going to County first then come back to Town. No action needed d. Smart Growth—requesting that Towns think about growth percentages to be used for planning purposes, there will be 4 (four) meetings held with SEWRPC, Walworth County and the public. Removed from agenda Price increase request from John’s Disposal—requesting a $6.36/home increase for 2008. Motion to approve increase making special charge on tax bill sent out in December for garbage $144.36 (Callaway/Sukala) Motion carries. Ordinance regarding boat launch fees—adds commercial/launching something other than a boat, Motion to approve this addition (Bromley/Sukala), Motion carries. Motion to have the following fees: $50 per launch or $200 per season (Schramm/Bromley) Motion carries. Enforcement of pier ordinance: a. Oak Park Road, Don Fritsche—is in violation of pier ordinance, Greg to offer owner the following: Town can charge $10 minimum per day up to $200 per day from January 1 to today or owner can make pier conform to the pier ordinance and no charges issued. Have to have pier conforming by January 1, 2008. Motion to table this issue until January 2008 to see if pier brought into compliance (Bromley/Sukala) Motion carries. taken care of in #9 Pier ordinance—Rick Callaway: What Town can or can not do with regards to sensitive areas, would like to have a committee appointed to review this, Rick is willing to head up this committee and report back to the Town Board Lights for parking lot—Don checked with WE Energies, need a survey of property before WE Energies will put up, Don will keep working on Pleasant Lake Sewer/Drainage pipe—appears that the Town of LaGrange does in fact own the pipe, Town has done something to fix flow problems at least 3 times in the past, Motion to have Town Board pay for it this time, not to exceed $7,000 and negotiate for further maintenance, Kristen to contact Visu-Sewer to get project done (Callaway/Sukala) Motion carries. Town Beach project—3.6 acres drains to existing catch basin, Every year a approximately a 55 gallon drum of material/sediment drains to this spot, a Stormceptor would reduce sediment by 50%, one time a year cleanout would cost approx. $250/year, DNR/Walworth County would fund drain, DNR wants commitment regarding maintenance in order to get funding from them, Total cost to Town to do this is $54,500 initially with 70% reimbursed ($26,150) leaving final total cost to the Town at $28,350 (engineering fees are NOT reimbursable). Motion to go ahead with the project on both segments (Callaway/Sukala) Motion carries. April 2005 election—ongoing Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Sukala) Motion carries.
