MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
November 13, 2006
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present. Absent was Supervisor Lohrmann.

  1. The minutes of October 9, 2006 were approved as presented (Sukala/Bromley)
  2. Treasurer’s report was accepted as presented.
  3. The agenda was approved (Schramm/Bromley) Motion carries
  4. Committee Reports:
        a. Buildings and Highways: no meeting held
        b. Safety committee: no meeting
        c. Lake Management Districts: nothing to report
        d. Finance and Personnel: no meeting
        e. Information committee: no meeting
  5. Planning and Zoning:
        a. Conditional use request for Stan Smith for a conservation subdivision—still working on a couple of things, asking for an extension to January 2007. Motion to approve extension to January 2007 meetings (Schramm/Sukala) Motion carries.
        b. Stan Smith—extension request until January 2007. Motion to approve extension to January 2007 (Schramm/Sukala) Motion carries.
        c. Murray—no show, Motion to remove from agenda until receive something in writing to be put back on (Schramm/Sukala) Motion carries.
        d. Variance for Steve Tardella, W5310 Lost Nation Road, for a shore yard setback—Planning and zoning found no hardship with the deck, redrawn plans presented to Town board without deck, Motion to approve variance without deck (Schramm/Sukala) Motion carries
        e. Site review of Keske property—identified couple of things, working on
        f. Review of land classifications—working on
        g. Guideline formulation/discussion for plan and zoning issues—continue to work on
  6. Contract with John’s Disposal/price increase—Motion to extend contract to 2011 with a price increase to $11.50 per month for service ($138/year) (Schramm/Sukala) Motion carries.
  7. Certified Survey Map for Fred Lawton creating 4 lots—requested to table until December agenda, will be asking for 12 lot conservation subdivision instead, Motion to table until December (Bromley/Schramm) Motion carries.
  8. Aeration permit for Beth Mitchell, W5352 Plantation Road—Motion to approve (Sukala/Schramm) Motion carries.
  9. Ordinance to reduce speed limit on Bluff Road from 55 to 45 MPH—much discussion ensued about whether need to reduce speed along entire length of Bluff or just part of it, need to talk with DNR for more signage and brushing back further from roadway, Motion to reduce speed to 45 MPH to top of hill (Bromley) Motion fails due to lack of second. Motion to reduce speed on Bluff road to the Town of Whitewater line (Schramm/Bromley) Motion carries 2-1 with Taylor voting no.
  10. Request from Jerry Knuteson for Town to take over Knuteson Drive—Pat Hoffmann has looked at road, is in good condition, built to Town specs, Jerry Knuteson to provide clear title for Town to consider request. Jerry will call when needs back on the agenda.
  11. Building inspection fees for accessory buildings—current fee schedule is $.11/square foot for an accessory building, if agriculture fee is less at $.06/square foot. Question is what determines whether Ag or not—Motion to define agriculture building as: building is used 50% or greater for animal husbandry, crop propagation or storage, or storage of agriculture implements (Bromley/Sukala) Motion carries.
  12. Moratorium—no action taken
  13. Public hearing for special assessments for new fire number signs—Motion to special assess for cost of signs (Bromley/Schramm) Motion carries.
  14. Enforcement of sign ordinance—does not apply to political signs, no action necessary
  15. Roof/chimney repair—one bid received for $740 from Paul Crandall and Associates, Motion to accept bid for $740 (Taylor/Schramm) Motion carries.
  16. Pier survey—will give to Chuck Taylor to do a form to be included with tax bill.
  17. April 2005 election investigation—nothing new to report
  18. Payment of bills properly submitted for payment—Sukala/Bromley—Motion carries
There being no further business a motion to adjourn was made at 9:45 p.m. (Sukala/Bromley) Motion carries.
