MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
November 14, 2005

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor at 7:30 PM. Chairman Taylor, Supervisor Callaway, Supervisor Sukala, Supervisor Lohrmann and Supervisor Schramm were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present.
  1. The minutes of October 10, 2005 were approved with amendment. (Lohrmann/Sukala)
  2. The treasurers’ report was given and accepted as presented.
  3. The agenda was approved with the addenda(Lohrmann/Callaway)
  4. Committee reports:
        a. Buildings and Highways- no meeting
        b. Safety Committee – no meeting
        c. Lake Management Districts’ reports:
        i. Pleasant Lake—the report on sensitive areas on Pleasant Lake will not be done until February 2006.
        ii. Lauderdale Lakes Management District—most everything is shut down for the season, next meeting will be at the Town Hall on December 10th
        d. Personnel and Finance—no meeting
        e. Information committee—tax flyer to Crystal for printing, may be updating the website a bit, and still working on the Scaro family info for the website
  5. Plan and Zone-
        a. Rezone approval request for Gerald Markham, W6478 Kettle Morraine Drive—All C-2 areas are wooded and not farmed and the rest would remain A-1. Plan and zoning approved. Motion to approve zoning change (Schramm/Sukala) Motion carries
        b. Conceptual plan for land on Territorial and Hwy 12/67 to be known as “The Fields of Lauderdale”—gave conceptual ideas to Plan and Zoning commission, Motion to table (Schramm/Lohrmann) Motion carries.
        c. Stan Smith property on Highway H—set date for property walk thru, will be on December 10, 2005 for both the Town Board and the Plan and Zone Commission. Meet at the Town Hall at 8:45 a.m.
        d. Singing Hills Girl Scout Camp possible rezone from C-2 to A-1—Attorney for the Girl Scouts of Racine present at the meeting. Much discussion ensued regarding this issue. Suggest talk to SEWRPC and County zoning and County Attorney and get their opinions. Motion to ask Betty to look into considering or the possibility of a zone change (Callaway/Schramm) Motion carries with Frank Taylor abstaining from the vote.
        e. Conditional use request for Jerry West for property on Highway H—wants to put up a building to house land maintenance equipment. Motion to approve (Callaway/Schramm) Motion carries.
        f. Conditional use permit request for Shawn Williams for a house and a barn on A-1 land—no show—Motion to deny (Callaway/Sukala) Motion carries
        g. Conditional use request from the Lauderdale Lakes Lake Management District on P-2 land—putting up a storage building, would like to store the weed harvesting equipment in, etc. Motion to approve (Sukala/Schramm) Motion carries
        h. Conditional use request from Nancy Mathews and Karen Gorton to live in existing home while new one is being built on same lot at N7673 West Shore Drive. Plan and zoning approved with an expiration date of September 1, 2006. Motion to approve with expiration date of 9/1/06 (Sukala/Lohrmann) Motion carries
  6. Rate increase for John’s Disposal—much discussion, fuel prices have gone way up, requesting an $.80/month increase so special charge on tax bills would be $135.00 compared to $125.40 last year. Motion to approve the increase of $.80/month (Sukala/Lohrmann) Motion carries with 4 aye votes and 1 nay vote.
  7. Reaffirming Pleasant Lake Road speed limit—SEWRPC applied Wisconsin State Statute 346 to this road to reduce the speed limit to 35 MPH. Motion to reaffirm the speed limit as 35 M.P.H. (Lohrmann/Schramm) Motion carries
  8. Update regarding the April 05 election—haven’t talked with anyone
  9. Approval of bills properly submitted for payment(Sukala/Callaway)
The meeting then moved into closed session per roll call vote: Schramm-aye, Lohrmann-aye, Sukala-aye, Callaway-aye, Taylor-aye.
Motion made to go back into open session (Callaway/Sukala) Motion carries.
There being no further business a motion to adjourn was made at 12:25 AM (Callaway/Schramm)
