MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
December 12, 2005

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor at 7:30 PM. Chairman Taylor, Supervisor Callaway, Supervisor Sukala, Supervisor Lohrmann and Supervisor Schramm were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present.
  1. The minutes of November 14, 2005 were approved as presented. (Lohrmann/Schramm)
  2. The treasurers’ report was given and accepted as presented.
  3. The agenda was approved with the addenda and moving items 7 & 8 to between 4b and 4c (Callaway/Lohrmann)
  4. Committee reports:
        a. Buildings and Highways- no meeting, gave Strand and Associated info to Betty for review
        b. Safety Committee – Fire Department—still waiting for doors on equipment truck, rec’d FEMA grant for boots, coats and turnout gear; Launch ramps—rec’d two bids for work, awarded to Mann Bros; options for water safety patrol services—recommend to consider outsourcing to other entities, Walworth County Sheriff to have proposal for January
        c. Lake Management Districts’ reports:
        i. Pleasant Lake—
        ii. Lauderdale Lakes Management District—safety committee met regarding the water safety patrol
        d. Personnel and Finance—no meeting
        e. Information committee—no meeting
  5. Plan and Zone-
        a. Certified Survey Map approval request for Robert and Cheryl Williams, Young Road—68 acre farm, splitting the farm house off the farm and want to use the remaining land for a farm house and pole barn, plan and zoning approved. Motion to approve as presented (Schramm/Sukala) Motion carries
        b. Singing Hills Girl Scout Camp possible rezone from C-2 to A-1—Attorney for the Girl Scouts of Racine present at the meeting. Much discussion ensued regarding this issue. Plan and Zone commission had a motion to do nothing to the property and the motion failed 2 votes to 4. Only land in question is land that has been farmed for last several years, suggest moratorium until can get zoning consistent throughout the entire Town. Motion to table this issue and put on next months agenda a moratorium and a comprehensive re-write for the entire Town (Callaway/Lohrmann) Motion carries with Taylor the only nay vote.
  6. Parking problems on West Shore Drive—Motion to post no parking on West Shore Drive from 500 feet either side of the launch on both sides of the road. Betty to write up ordinance for January meeting (Lohrmann/Schramm) Motion carries.
  7. Restructuring of the LESD—Joel Brumlik has resigned, have lots of ideas, there is a duplication of services with two patrols on the Lakes, maybe have separate entity such as the Sheriff Department do the patrolling. Motion to have the Sheriff Dept give us a proposal for a meeting in January. Meeting will be January 7, 2006 at 1 p.m. (Callaway/Sukala) Motion carries

  9. Update regarding Statewide Voter Registration System (SVRS) given by Beth Sukala and Crystal
  10. Update regarding the April 05 election—talked with someone at the Justice Dept. and was told that an investigator has been assigned
  11. Shagbark Road—no land owner’s present at the meeting, do have a verbal proposal, will put on January agenda
  12. Approval of bills properly submitted for payment(Callaway/Schramm)
The meeting then moved into closed session pursuant to SS19.85 (1)(f) per roll call vote: Schramm-aye, Lohrmann-aye, Sukala-aye, Callaway-aye, Taylor-aye.
Motion made to go back into open session (Callaway/Sukala) Motion carries. Motion to authorize Betty to do what was discussed in closed session(Callaway/Schramm) Motion carries.
There being no further business a motion to adjourn was made at 10:18 p.m. (Schramm/Lohrmann)
