MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
December 13, 2004
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Heilmeier. Chairman Heilmeier, Supervisor Callaway, Supervisor Sukala, Supervisor Lohrmann and Supervisor Taylor were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
- The minutes of November 8, 2004 were approved as presented (Taylor/Callaway)
- Treasurer’s report was accepted as presented.
- The agenda was approved (Callaway/Taylor)
- Committee Reports:
a. Buildings and Highways: no meeting held
b. Safety committee
i. LESD—annual water patrol training cancelled by the DNR, received packet for annual reimbursements, tentative schedule for 2005 presented
ii. Fire Department—rescue boat out of water and all equipment transferred to the ice boat, Walworth County has accepted a grant to purchase an investigation vehicle for all of Walworth County to use
iii. Buoys—all are out
iv. Recommend the Town Board to send letters to various organizations regarding enforcing the “spirit” of the law—will put on Jan. agenda
v. Tubing problem—leave as is in ordinance-“only 2 people per tube” unless encounter more problems
c. Lake Management Districts:
i. Pleasant Lake: want to try and lower speed limit on Pleasant Lake Road
ii. Lauderdale Lakes Management: Town Board and LLMD to have consistency of enforcing ordinances on Lakes, and passed a motion to combine 3 tax parcels into one (1) and extension of easement
d. Finance and Personnel: no meeting
e. Information committee: working on newsletter
- Planning and Zoning:
a. Request from Milos Ovan for a fence and an addition at N7688 West Shore Drive—Plan and zoning approve fence as presented Motion to approve fence (Callaway/Lohrmann) Motion carries. Addition-need shoreyard setback variance-requestor asked to table Motion to table addition variance (Lohrmann/Callaway) Motion carries
b. Request for conditional use permit for John Zimmerman, W7296 Highway 12—requestor no show at both Plan and zoning meeting and Town Board meeting Motion to deny for lack of representation (Callaway/Sukala) Motion carries.
c. Rezone request for Larry and Terry Pechous, W5908 Territorial Road, Elkhorn—surveyor working on now, request to table-Motion to table until January (Callaway/Lohrmann) Motion carries
d. CSM approval request for Scott Prucha for land on Bluff and Duffin Roads—Motion to table for more information (Taylor/Lohrmann) Motion carries
- Decision regarding continuing to use the new bins for garbage and recycling—much discussion ensued, most of which was positive, very few complaints, has increased recycling by 8%. Motion to approve continued use of new bins (Lohrmann/Sukala) Motion carries.
- Request by Lauderdale Aqua Skiers to extend the boardwalk an additional 90 feet. Motion to approve (Lohrmann/Sukala) Motion carries
- Approval of the 2005 season for practices and performances for the Lauderdale Aqua Skiers. Added more practices and a few more shows, practices to include Friday evenings Motion to approve (Sukala/Callaway) Motion carries.
- Aeration permit request for William Hones, W5352 Plantation Road. Motion to approve (Lohrmann/Sukala) Motion carries
- Revaluation contract with Equity Appraisal—need to add paragraph stating that the percentage will be 100-105%, and when Board of Review will be completed. Crystal and Dave to work with assessors on that. Motion to approve the revaluation contract (Taylor/Callaway), Taylor-aye, Sukala-aye, Callaway-aye, Heilmeier-aye, Lohrmann-nay—Motion carries.
- Pyramiding ordinance—discussed issue, deals with pyramiding piers, will extend an invitation to the DNR to attend a meeting to discuss this further. Motion to table (Lohrmann/Sukala) Motion carries
- Policy for the LESD car—currently have a policy, not being adhered to. Vehicle at Sgt. Falasco’s home to be started every other day to charge the battery. Vehicle to be moved to Town storage and Pat Hoffmann will take care of battery issues.
- Discussion/possible action regarding dissolving the LaGrange Sanitary District—Need one of the property owners to request dissolving the district, then need to give notice to property owners, then publish and hold a public hearing to dissolve. Crystal will contact a property owner to get a request Motion to proceed and pursue (Lohrmann/Taylor) Motion carries.
- Appointment of election officials through December 2006: Barb Taylor, Charlotte West, Beth Sukala, Shirley Taylor, Bobbi Bennett, Sylvia Baker, and Jane Kwasinski. Motion to approve (Lohrmann/Callaway) Motion carries.
- Proposed amendment to Ordinance No. 012001, An ordinance to regulate water traffic, boating and water sports upon the waters of Lauderdale Lakes, regarding tubing behind boats— Motion to leave ordinance as is (Lohrmann/Taylor) Motion carries.
- Move monies within the 2004 budget to cover expenses as necessary—Motion to approve (Lohrmann/Sukala) Motion carries.
- Payment of bills properly submitted for payment—Callaway/Taylor
There being no further business a motion to adjourn was made at 9:18 p.m. (Callaway/Taylor) Motion carries.
