MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
February 11, 2008

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer was also present.

  1. The minutes of January 14, 2008 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report accepted as presented
  3. The agenda with an addenda was approved (Bromley/Schramm) Also would like to change the order, move #13 up to Safety committee and the addenda item to the Lake Management District reports
  4. Committee Reports:
        a. Buildings and Highways: Gregory is working on the outside lights
        b. Safety committee: meeting tonight—permit request for the Lauderdale Lakes Aqua Skiers, will ask for permission from Walworth County, have gone back to asking for Sunday practices for 3 hours, 8 shows at Lutherdale, added shows on Don Jean Bay on Holidays, issues they have with the County are land use problems, not water use, unanimous from Safety Committee to approve, Motion to approve permit for 2008 ski season (Callaway/Sukala) Motion carries. Was some opposition, concerned about the sensitive areas, Supervisor Callaway called the question; also discussed buoys at tonight’s meeting, looking at purchasing informational buoys regarding the counter-clockwise traffic, buoys would be 24 x 45 inches, $620/buoy, safety committee recommends buying two (2), Motion to purchase two (2) informational buoys to inform public of direction of travel (Callaway/Bromley) Motion carries.
        c. Lake Management Districts: LLLMD is having a meeting on March 1 at 9 a.m. at the golf course; Pleasant Lake—Sewer/drainage pipe-because of the fernco fitting approximately 4 feet inside the pipe the water level is approx. 1 foot higher than permitted, can be fixed, do as a repair so don’t have to do all the DNR permitting, could be done fairly simply, much discussion, Motion to authorize Chairman Taylor to make repair to pipe and work out cost allocations at a later date (Bromley/Callaway) Motion carries. Motion for Pleasant Lake Pro & Rehab to get together with Buildings and Roads committee and work out maintenance agreement for future (Callaway/Bromley) Motion carries.
        d. Finance and Personnel: no meeting
        e. Information committee: working on newsletter, important dates please get to Crystal or Jeff ASAP
  5. Report from Walworth County Sheriff’s Department, Timothy Otterbacher—in 2007 had 1,169 calls compared to 1,140 in 2006, had 78 calls in January, due to the snow falls, County is running low on salt so all County highways will be salt/sand mix, State Roads will remain all salt
  6. Planning and Zoning:
        a. CSM approval request for Rick Rand for 4 lots, W5580 Lost Nation Road, zoned R-1—Plan and zoning recommends approval, Motion to approve (Callaway/Sukala) Motion carries.
        b. See public hearing #7
        c. Education seminar on waterfront legislation—State Bar Association is putting this on, Mark will find out if more than one person can be in on this education, Would be on Thursday, March 13th
  7. PUBLIC HEARING regarding how much the Town wants to grow in the future, went over results from the survey sent out with the tax bills. Had great response, in general people preferring to stay status quo, not grow faster, much discussion, nothing decided.
  8. Possibly selling a piece of land to Jerry Kroupa off of W5234 Sterlingworth Court—Wants approximately 3853 square feet from the Town, parcel was part of a cul de sac when constructed, Mr. Kroupa has been keeping it up, The Town would entertain an offer if get the Title search done and there are no deed restrictions on it.
  9. Michael Lidbury, damage to his mailbox and damage to Territorial Road from snow plow—Claims snowplow hit his mail box, driver says snow actually took off mailbox. Town policy has been that we do not fix mailboxes, mailboxes are in the right of way and that is a risk of having a mail box. Motion to deny request (Callaway/Schramm) Motion carries. Mr. Lidbury also wants Town to fix shoulder along Territorial Road, plows rip up grass and such when plowing, Right of Way is PUBLIC not private and the Town has the right to maintain right of way, Motion to deny damage to shoulder/right of way (Callaway/Bromley) Motion carries.
  10. Beach/Boat house stabilization project—coming along well
  11. Contract with LLLMD for water patrol for 2008—Motion to approve contract for one year period, April 1, 2008 – March 31, 2009 (Sukala/Bromley) Motion carries.
  12. Possible non-complying pier at W5563 Meadowlark Drive—had to go longer to get into deeper water, Town did approve the variance pending DNR approval, need to look up minutes, Motion to table until March (Bromley/Schramm) Motion carries.
  13. Lauderdale Lakes Aqua Skiers—See Safety committee report
  14. April 2005 election—spoke with investigator, progress is being made
  15. Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Schramm) Motion carries.

There being no further business a motion to adjourn was made at 9:41 p.m. (Callaway/Bromley) Motion carries.
