MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
February 9, 2004
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Heilmeier at 7:37 p.m. Chairman Heilmeier, Supervisor Callaway, Supervisor Lohrmann and Supervisor Taylor were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present. Absent was Supervisor Sukala.
- The minutes of January 12, 2004 were approved as presented (Taylor/Callaway).
- Treasurer’s report was given and accepted as presented.
- The agenda was approved. (Lohrmann/Taylor).
- Committee Reports
a. Buildings and Highways – no report
b. Safety committee- Report from Ann Lohrmann.
i. Fire Department – no report
ii. Police Department – Pursuit policy being written per State of Wisconsin law. Resumes are coming in for the open positions for the Lake Patrol, policy for the LESD car discussed, gas credit card for the car and boat discussed, also discussed were salary schedules and promotions for LESD
iii. Pleasant Lake Road—could use the speed trailer from the County-maybe the first week of July. Sheriff’s dept. said will do more patrolling (need to get them specific times to patrol). The goal is to eventually reduce the speed to 35 M.P.H. and would need resolution by the Town of LaGrange and the Town of Troy. Committee recommends starting with the speed trailer and more patrolling.
c. Lake Management – Report from Rick Callaway. Lauderdale Lakes Management District—Mr. Sorenson to replace P. Donahue. Had almost $37,000 profit from the golf course this last year. The 3 person committee to review the lake patrols is Jeff Angst, Frank Taylor, and Scott Mason
d. Finance and Personnel committee – no report
e. Information committee – working on the annual newsletter
- Planning and Zoning—No report
- Discussion with Brian from John’s Disposal regarding ossible new garbage and recycle bins. Garbage would be an every week pick up and recycling would be an every other week pick up. Would start on a trial basis for 6 months to a year-if don’t like, then go back to old way of doing things. This would improve recycling because can put everything together in one bin, no longer need to sort things out. Put back on agenda for discussion/action in March
- Wages fro non-elected official of the Town of LaGrange:
a. Poll workers: used to be $60/day, here from 7:30 a.m. to 8:30 p.m., Town buys lunch, Motion to raise to $100/day-(Lohrmann/Callaway)-Motion Passed
b. Clerk/Treasurer: discussed cost of living, etc... Motion to give 5% raise, effective on anniversary date of last raise—(Callaway/Lohrmann)-Motion Passed
c. Town highway commissioner and help in the garage: Motion to give 5% raise, effective on anniversary date of last raise-(Callaway/Lohrmann)-Motion passed
d. LESD director: having to pick up more duties due to shift in staff, Motion to give 5% raise—(Lohrmann/Callaway)-Motion passed
e. LESD salaries for patrol personnel: safety committee recommends approving what is presented, including Tim Borowski promotion to Lieutenant, Motion to approve as presented—(Callaway/Lohrmann)-Motion passed
- Discussion regarding a resolution dealing with the County Subdivision Ordinance and Shoreland Zoning: much discussion ensued; basic issues are trying to preserve the land as is, Motion to approve resolution-(Callaway/Lohrmann) Lohrmann, Callaway-aye; Heilmeier, Taylor-nay—Motion fails. Motion to object resolution-(Taylor/Heilmeier) Heilmeier, Taylor-aye; Lohrmann, Callaway-nay—Motion fails. Walworth County is having the hearing for these Ordinances on Thursday, February 19, 2004—the Town Board has decided to attend to obtain more information regarding this issue.
- Resolution regarding a missing tax key number in reference to the Shagbark Lane project—Motion to approve as presented (Lohrmann/Taylor)-Motion passed
- Policy for the LESD vehicle—safety committee recommends approval with a few changes—Motion to amend policy(Lohrmann/Callaway)-Motion passed. Motion to accept policy as amended (Lohrmann/Callaway)-Motion passed
- Annual permit request for Lauderdale Lakes Aqua Skiers—Motion to approve as presented (Taylor/Callaway)-Motion passed
- Discussion regarding Smart Growth in conjunction with Walworth County—no action necessary
- Discussion of buying a video camera for the Town—will borrow for now.
- Discussion/possible action regarding a gas credit card for the LESD—each officer will have own access number, will only be one card and have separate numbers for each vehicle. Will eliminate time in record keeping. Will also be included in policy that this gets recorded in daily log. Safety committee recommends getting gas credit card. Motion to approve as presented(Lohrmann/Taylor)-Motion passed
- Bills were approved for payment as presented.(Callaway/Taylor)-Motion to approve passed.
The meeting then moved into closed session per roll call vote: Taylor-aye, Lohrmann-aye, Callaway-aye, and Heilmeier-aye.

There being no further business motion to adjourn made at 10:14 PM (Callaway/Taylor).
