MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
February 9, 2009

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Chairman Taylor, Supervisor Bromley, Supervisor Sukala (present by phone), Supervisor Callaway and Supervisor Schramm were present. Crystal Hoffmann, Clerk/Treasurer was also present.
  1. The minutes of January 12, 2009 were approved as presented (Bromley/Schramm)
  2. Treasurer’s report, accepted as read.
  3. The agenda was approved (Callaway/Schramm)
  4. Committee Reports:
        a. Buildings and Highways: no meeting
        b. Safety committee: Walworth County Officer Tim Ottabacher present to give report-total calls for 2008 for LaGrange were 1124.
        c. Lake Management Districts: Pleasant Lake is having a meeting here at the Town Hall on Saturday the 14th, Lauderdale Lakes is having a meeting at the Fire Department on the 14th as well.
        d. Finance and Personnel: nothing to report
        e. Information committee: looking for new ideas for the newsletter
  5. Plan and Zone
        a. New member—Plan and zone recommends Bob Hohf, Motion to appoint Bob Hohf to the Plan and Zone commission (Bromley/Callaway) Motion carries.
        b. Variance request for Christine Strong, for parcel H LG350001D, to build a house—when bought the property in 1943 could build a house on it, restrictions now would need a variance for the house, P&Z felt that since restrictions placed on parcel after purchased that allowing this variance would not be setting a precedent, Motion to recommend approval to Walworth County (Bromley/Schramm) Motion carries.
        c. No action necessary
        d. Response to Walworth County regarding sign ordinance—Plan and Zone felt it appropriate to recommend to Walworth County to adopt the Town of LaGrange’s sign ordinance as their own, Motion to send letter to Walworth County suggesting that adopt the Town of LaGrange’s sign ordinance (Bromley/Schramm) Motion carries.
  6. New member to the Safety Committee—Motion to appoint Jeff Angst as a new member to the Safety Committee (Callaway/Schramm) Motion carries.
  7. Hiring a building inspector—interview 4 applicants, after much discussion and simplifying the building fee schedule, Motion to continue with Gregory Guidry, Cajun Inspections, with a one year contract and will be reviewed every February by the buildings and roads committee (Sukala/Callaway) Motion carries.
  8. Requested to be removed from agenda
  9. Pier permit for Lutherdale Bible camp, N7891 US Highway 12—want to replace existing pier entirely which would be in violation of our pier ordinance, just replacing what is existing, not adding on—Motion to approve (Callaway/Schramm) Motion carries.
  10. Sending recommendation to Walworth County to change section 74-263 regarding bed and breakfasts to allow 8 rentable rooms—State allows 8 rentable rooms, Motion to send a recommendation to Walworth County to change the ordinance to allow 8 rentable rooms rather than 4 (Bromley/Schramm) Motion carries.
  11. Adapting MABAS in the Town of LaGrange—already using the system, Motion to approve resolution to utilize the MABAS system (Schramm/Bromley) Motion carries.
  12. Plow Truck—have received the bids for the chassis, no action needed
  13. Bids for repairs to Deakin Isle Bridge—Received one bid from Area Erectors Inc for $42,775, plus $3880 to galvanize girders, for a total cost of $46,655. Motion to approve (Callaway/Schramm) Motion carries.
  14. New laptop computer for clerk/treasurer—current machine is 5 years old, slow and heavy. Can upgrade for total of $1349. Have the old machine sold for $350 so total cost to Town is $1000. Motion to approve purchasing a new laptop for the clerk/treasurer (Bromley/Schramm) Motion carries.
  15. April 2005 election—voice mail
  16. Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Schramm) Motion carries.
There being no further business a motion to adjourn was made at 8:37 p.m. (Schramm/Bromley) Motion carries.
