MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
March 10, 2003

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Heilmeier at 7:32 p.m. Chairman Heilmeier, Supervisor Callaway, Supervisor Sukala, Supervisor Lohrmann and Supervisor Taylor were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present.
  1. The minutes of February 10, 2003 were approved as presented (Taylor/Callaway).
  2. Treasurer’s report was given and accepted as presented.
  3. The agenda was approved with addenda and moving item #6 to the next order of business (Callaway/Lohrmann).
  4. Possible vacation of 1.52 miles of road in Sherwood Forest. If the town vacates the road, ownership goes back to the adjacent owners, in this case the DNR. The DNR would like these roads back to manage along with the rest of the forest there. Currently the roads are low maintenance roads and used as part of the snowmobile and horse trails, but the town does get road aids in the amount of $1825/mile or $2774 for the 1.52 miles. The DNR would be receptive to possibly paying the town some money to recoup the loss of the road aids if the town would vacate the roads. Also interested in the use of the roads are all terrain vehicle riders (ATV). Barb Nichols from the All seasons riders ATV club present. ATV riders would like to establish a trail system in the area possible starting with these 1.52 miles of road. The liability of the town would be limited, Walworth County Sheriff department would patrol. If town vacates road back to DNR, ATVs would not be allowed according to the master plan of the DNR. Motion was made to request that the ATV club look into some of the foreseeable problems, such as parking, where going to extend the trail to, who pays for maintenance of trails, who pays for the signs on the trails, etc., and go to the Buildings and Roads committee with this information. Consensus of the Board.
  5. Committee Reports
    a. Buildings and Roads committee—no meeting held.
    b. Safety committee- Report from Ann Lohrmann. Held meeting March 10, 2003. Items discussed:
    i. Fire Department – used new snowmobile and trailer for back injury recently, and worked very well.
    ii. Launch ramp report – Meeting with DNR went well, will get $10,000 for West Shore Drive and $18,000 for Sterlingworth ramp, but that amount is not finalized yet—the town is being required to put in handicapped ramp and parking space.
    iii. Buoy report – no report iv. Police Department – Worked on minor misdemeanor ordinance, DNR audit completed-$71,627 eligible to get 75% re-imbursement. June 13 and 14 will be the boat safety class.
    c. Lake Management – Report from Rick Callaway. Pleasant Lake completed reviewing their bylaws. Recommend changing from 3 to 5 elected commissioners on the board. The next meeting is April 9, 2003 at 9 AM at here at the LaGrange Town Hall. Lauderdale Lakes is going to try and open the Golf course for March 15, 2003. Also trying to deal with getting correct dollar figures in and still having annual meeting on time. Also will be surveying people regarding a setting a speed limit on the lake.
    d. Finance and Personnel committee – Meeting held in February.
    a. Reviewed salaries and the following is a recommendation to the board:
    i. Pat Hoffmann increase $.75/hour to $17.50/hour
    ii. Part-time help increase $1/hour to $11/hour
    iii. Clerk/Treasurer increase from $14,500/year to $16,000/year.
    iv. LESD director salary to stay the same at $12,000/year.
    v. LESD officers-keep the same rates as last year and adjust accordingly when know who hiring.
    Motion to accept recommendations for Dale, Doug, Mark, and Monte to go from $10 to $11/hour retroactive to February 1, 2003 (Taylor/Callaway). Also accept recommendation for Pat Hoffmann to go from $16.75 to $17.50/hour retroactive to February 1, 2003. (Heilmeier/Taylor). Accept recommendation for Crystal Hoffmann to go from $14,500 to $16,000/year retroactive to February 1, 2003 (Heilmeier/Sukala). And to accept recommendation that Joel Brumlik stays the same at $12,000/year. (Heilmeier/Callaway).
    b. Recommend streamlining the accounts the town currently has to gain better interest.
    i. Combine the two money market accounts and take $60,000 from the tax account for $100,000 and put in a CD for a possible 2.75% per year.
    ii. Put the tax account and the general fund into business checking accounts to gain better interest and also to eliminate the recycling account and put the money into the general fund. Motion to accept proposal of account consolidations and come back next month with definite numbers of interest to decide exactly where to put the money. (Taylor/Callaway).
    c. Communications committee – How to get things put on the web site? Approval of putting the boat safety class on the web. If anything is questionable bring before the board for approval.
  6. Planning and Zoning
    a. Rezoning application from A-1 zoning to C-2 for Marietta Voss, W5906 Territorial Road, Elkhorn. Purpose is to build a house. Motion to accept as presented (Taylor/Callaway).
  7. UW-Whitewater bike race route. Only concern is safety on Bluff Road. All but 2 classes are going to be on Bluff Road. There will be one Sheriff on Hwy 67 where Bluff road crosses. Side by side there will be 3 to 4 bikes wide. Only recommendation the board has was to be sure to have the club putting on the race pick up all the signs after the race is over.
  8. Permission request from Robert Ebert to rebuild a retaining wall. Permission was granted subject to the road commissioner overseeing the project and the road commissioner has the authority to issue a STOP work order if any work endangers the town’s property. (Lohrmann/Taylor). The applicant was Robert Ebert. He was granted authorization to rebuild a retaining wall at W5665 Ridge Road in the Town of LaGrange consisting part of Town road right away. Vote passed unanimously.
  9. Blackfoot Circle road vacation—representation not here. Upon inspection noted possible encroachment, would have to have surveyed. Motion to table issue until have representation (Lohrmann/Callaway).
  10. Floyd Pochowski from the Lauderdale Lakes Association presented a NON-phosphorus fertilizer ordinance that was adopted in Delavan and wondered if the Town of LaGrange would be interested in adopting such an ordinance. Motion made to have something ready for the board to vote on next month regarding this issue. (Lohrmann/Sukala).
  11. Launch report-see above, item 5, b.
  12. There were five people that put in applications to be on the committee to review the salaries of the elected officials: Chuck Nass, Denise Pierce, Lorraine Zasadell, Barb Taylor, and Paul Bennett. Motion to accept these five people as this committee. (Lohrmann/Taylor).
  13. Discussion and possible action of the Town of Delavan resolution in reference to the courthouse-Motion to not do anything (Sukala/Taylor).
  14. The Town owns some equipment it would like to sell. The CHIPPER—everything is to manufactures specs. Motion to sell for $2,000 (Taylor/Callaway). If get more than one offer for $2,000, the best offer over $2,000 will get chipper. BOAT—value of $6,000 put on about a year ago, probably not worth that. We do have one offer already (sealed). Set out on Highway 12; have to remove 2 front seats. Motion to put up for bid, with deadline being Monday, April 14, 2003 at 5 PM. (Lohrmann/Callaway). Old OFFICE equipment—of little or no value, tabled until get a better opinion.
  15. Drainage easement through lot 85 of Bubbling Springs Subdivision—There is no drainage there now. Suggest a catch basin with below ground culvert starting at the road. Request to have surveyed for easement then have attorney draw up easement and have agreed upon by both parties and a obtain a temporary construction easement. (Lohrmann/Sukala).
  16. Mobile command unit, survey of boat house, police budget transfer—a brand new 26 ½ foot travel trailer given to LESD to use for 2003 at no cost to the town for the trailer. Would have to get temporary use permit from County-$275 this year, $325 next year, owner of trailer would carry insurance. Would need a survey of the boat house to apply for permits, would cost $400-$500. Trailer would be used for office and restroom space. Much discussion ensued. Safety committee recommends trailer by a 6 to 1 vote. Motion to accept as presented-Lohrmann/Sukala. OPPOSED-Callaway, Heilmeier, Taylor.
  17. Training for LESD officers—Motion to allow Joel to schedule training according to his budget as he sees fit. (Taylor/Lohrmann).
  18. Bills were approved for payment as presented. (Lohrmann/Callaway).
