MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
March 10, 2008

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer was also present. Supervisor Sukala was absent.
  1. The minutes of February 11, 2008 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report accepted as presented
  3. The agenda with an addenda was approved (Bromley/Schramm) Also would like to change the order, move #2 on the addenda to up to Buildings and roads.
  4. Committee Reports:
        a. Buildings and Highways: Don Sukala submitted a letter of support regarding the hard winter and excellent work the highway department has done keeping our roads passable. Also regarding the Pleasant Lake outflow drain—Motion to have the Town of LaGrange maintain and repair the outflow of Pleasant Lake and to charge the Pleasant Lake District for expenses incurred. The Town will rely on the District to monitor and keep records as to the flow and to report back to the Town when they feel maintenance is necessary or required. Required maintenance will not start without the mutual agreement of the Town of LaGrange and the Pleasant Lake Management District. (Callaway/Bromley) Motion carries. Motion to have the Town, as soon as weather permits, repair the outflow drain not to exceed a cost of $5,000.00 (Callaway/Schramm) Motion carries. Pleasant Lake would also like a permanent bench mark so can read the water level without surveyors being required.
        b. Safety committee: no meeting tonight as did not have a quorum, Sheriff Officer Otterbacher here, had 78 calls in February
        c. Lake Management Districts: nothing to report
        d. Finance and Personnel: no meeting
        e. Information committee: no meeting
  5. Planning and Zoning: no meeting
  6. Slalom course permit for Mike Baker—same as last year, Motion to approve as presented, need insurance on file at the Town hall. (Bromley/Schramm) Motion carries.
  7. Compost Site agreement with Sugar Creek—have had this agreement with them for several years, has been at $7,500 for at least the last 6 years, probably already budgeted for 08 to be $7,500, Motion to leave at $7,500 for 2008, and request an increase to $8,000 for 2009 and review the contract again in 2010 (Schramm/Bromley) Motion carries.
  8. Pier at W5563 Meadowlark Drive—Town Board did approve contingent upon DNR approval by Sept 1, 2007 back in June of 2007. DNR still hasn’t approved, has been a lot of communication since the Town approved the application, Motion to extend the deadline to August 1, 2008 (Schramm/Bromley) Motion carries 3-1 with Supervisor Callaway against.
  9. Beach/Boat house stabilization project—will be advertising for bids, April 10th will be the bid opening at the Town Hall, Town Board will decide who to grant the contract to on April 14th at the regular Town Board meeting, as part of the reimbursement there needs to be a maintenance plan and the Town Board needs to review the maintenance plans and need to sign off on
  10. Temporary Class “B” license for Badgerland Striders at the Nordic Ski trail, Motion to approve, need proof of insurance (Schramm/Callaway) Motion carries.
  11. Ordinance regarding pushing snow across the roadways—problem is when snow is pushed across the road that removes all the material the highway department has put down which leaves icy spots and “rumble” strips in front of the driveway, Motion to create an ordinance that states “There shall be no placing of snow on any roadway in the Town of LaGrange that would create a hazardous condition for vehicle travel and persons shall not plow snow across the roadway from their driveway”. The fine for violations shall be $50. (Callaway/Schramm) Motion carries.
  12. April 2005 election—spoke with investigator, progress is being made
  13. Variance for 2 driveways at W5442 Lost Nation—no one present, Looked at drawings submitted to Pat, Motion to deny on the basis that there is no hardship presented to warrant to driveways (Callaway/Bromley) Motion carries.
  14. Request from the DNR for exemption to the boat launch fee for a fish survey—the ordinance does not allow for exemptions, Motion to deny because the ordinance does not allow for exemptions (Bromley/Schramm) Motion carries.
  15. Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Schramm) Motion carries.

There being no further business a motion to adjourn was made at 9:45 p.m. (Bromley/Schramm) Motion carries.
