MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
March 13, 2006
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Callaway, Supervisor Sukala, Supervisor Lohrmann and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
- The minutes of February 13, 2006 were approved as presented (Sukala/Schramm)
- Treasurer’s report was accepted as presented.
- The agenda was approved with the addenda (Callaway/Sukala) Motion carries
- Committee Reports:
a. Buildings and Highways: moving number 6 up from the addenda—A new engineer here, Dan Kehoe, looked at plans from Strand and can reduce costs from what Strand estimates, total cost through Dan Kehoe for putting in piles (about 15) $5500, cost for polymer coated piles is $8500 plus $2700 for transporting them to LaGrange, the estimate from Strand for just materials is $25,000. Motion to go with Kehoe for engineer and for Kehoe to draft bidding documents (Lohrmann/Schramm) Motion carries. Letter to be sent to Strand to stop work on the project.
b. Safety committee: no meeting
c. Lake Management Districts:
i. Pleasant Lake: nothing to report
ii. Lauderdale Lakes Management: Meeting April 8, 2006 at golf course
d. Finance and Personnel: no meeting
e. Information committee: meeting on 3/6, worked on newsletter, Scaro family bio is complete and on the website, would like to purchase the zoning maps of LaGrange from Walworth County, will discuss this at April’s Town Board meeting
- Planning and Zoning:
a. Rezone request from A-1 to C-2 for Mike Theim, W5890 Hwy 12, tabled at Plan and zone commission, Motion to table (Lohrmann/Sukala) Motion carries.
b. Review of the conditional use permit for Elaine Heine, W4926 Bluff Road, tabled at Plan and zone commission Motion to table (Callaway/Schramm) Motion carries
c. Land division request for Russ Keske on Kettle Moraine Drive—the front parcel is already a separate parcel, so not creating 5 lots, Motion to approve CSM contingent upon the compliance with the private road recommendations and a deed restriction that the 4 lots can not be further subdivided without Town approval (Callaway/Schramm) Motion carries
- Contracting with an engineer for reviewing plats—the developer would pay this fee, Motion to seek out engineer to review plats prior to Plan and Zoning and to direct Betty to re-write our ordinance to reflect that the developer pays fee in advance (Lohrmann/Schramm) Motion carries
- Standards for private roads—example brought by Betty from the Town of Eagle, send to building and roads committee to review and make recommendations
- Contract with LLLMD for water safety patrol—if we pay lump sums into a pool and then LLLMD pays out as needed then we are essentially co-funding a patrol and will be re-imbursed from DNR, LLLMD to cover all insurance, Motion to add language that the contract can be cancelled by either party with 45 days notice (Lohrmann/Sukala) Sukala and Lohrmann both aye, Taylor, Callaway, Schramm nay, motion fails. Motion to make it 60 days notice (Callaway) motion fails due to lack of second.
- Lauderdale Lakes Aqua Skiers permit—need insurance for pathway, the bleachers are portable so no issue, the lengths of the ropes used has been adjusted, ski jump and platform need to be owned by the LLLMD and is on their agenda for April, working on meeting conditions that the permit was issued under
- Slalom course permit request, Mike Baker—same as been approved in past years, only used when water conditions are right and then taken out, Motion to approve (Callaway/Sukala) Motion carries.
- Reappointment of Beth Sukala to Plan and Zone commission—Motion to table until April when term is up (Lohrmann/Schramm) Motion carries with Sukala abstaining
- April Plan and Zone commission meeting—may have issue with meeting quorum, will move the meeting to Monday, April 3, 2006 at 7:30 p.m. at the Fire Station
- Sale of surplus equipment—have several pieces of equipment around from computers to fax machines, to cell phones, to a 1996 Chevy Lumina- Motion to donate the computers to the Bethel House and get as much money as we can for the rest (Sukala/Lohrmann) Motion carries
- Update on investigation regarding the April ’05 election—nothing new to report
- Insurance for the Town and Fire Department—had Horton Group review policies and can put all under one insurance company with more coverage for less money. Motion to change to Horton Group for insurance (Lohrmann/Schramm) Motion carries
- Need a resolution to drop the insurance from the Local Gov’t Property Fund—Motion to make a resolution to drop such insurance (Callaway/Sukala) Motion carries
- DNR audit report—went well
- Payment of bills properly submitted for payment—Sukala/Schramm—Motion carries
There being no further business a motion to adjourn was made at 9:20 p.m. (Sukala/Schramm) Motion carries.
