MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
March 9, 2009

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Chairman Taylor, Supervisor Bromley, Supervisor Sukala, Supervisor Callaway and Supervisor Schramm were present. Crystal Hoffmann, Clerk/Treasurer was also present.
  1. The minutes of February 9, 2009 were approved as presented (Bromley/Schramm)
  2. Treasurer’s report, accepted as read.
  3. The agenda was approved with addenda (Bromley/Schramm)
  4. Committee Reports:
        a. Buildings and Highways: held meeting recently, discussed plantings at the boat house, Pat has already put up saw horses to keep snowmobilers and others off new plantings, looking into property by Don Jean Bay and whether or not we can vacate it
        b. Safety committee: DNR audit went well, had 125 total citations written for year and DNR said was a good mix of citations, will be starting patrols in April; Boater’s safety will be Apr 25-26th at Lutherdale, and June 6-7th at Town Hall
        c. Lake Management Districts: Pleasant Lake received final documents from DNR regarding environmentally sensitive areas, Lauderdale Lakes—DNR is having the Lake District request a permit for the aqua skiers equipment they put out for their practices and shows.
        d. Finance and Personnel: nothing to report
        e. Information committee: nothing to report
  5. Plan and Zone—no meeting
  6. New members to the Information Committee—Motion to appoint Traci Wilson as a new member to the Information Committee (Schramm/Callaway) Motion carries. Motion to appoint John Sukala to the Information Committee (Callaway/Bromley) Motion carries with Supervisor Sukala abstaining from the vote.
  7. Request from Mary Scaro for Snowmobilers Association to have their annual party at Pleasant Lake Park in July—Motion to approve to have alcohol in Pleasant Lake Park for the Snowmobilers Association on July 18th from 11 a.m. to 6 p.m. (Schramm/Callaway) Motion carries.
  8. Building Code Ordinance—Motion to have Attorney Macy draft/change the ordinance to go along with the fee schedule adopted (Bromley/Sukala) Motion carries.
  9. Building fee schedule—Last month proposed a simplified fee schedule which was accepted as part of the building inspector position, discussion ensued regarding some of the items not put on the new proposed fee schedule and the following motions were made to change the schedule: Motion to add Temporary occupancy permit and occupancy permit at $40 each (Bromley/Sukala) Motion carries. Motion to add Mobil/RV park unit at $300 (Callaway/Sukala) Motion carries. Motion to add Modular dwelling at $500 (which includes all mechanicals) to schedule (Bromley/Schramm) Motion carries. Motion to add fees for pools that are greater than 4 feet deep $60 for above ground, $120 for in-ground (Bromley/Sukala) Motion carries. Motion to add early start to commercial/industrial for $75 (Bromley/Schramm) Motion carries. Motion to add re-inspection fee at $40 (Bromley/Schramm) Motion carries. Discussion regarding plan review being a separate fee—Motion that the plan review fee is already included in the fees listed (Bromley/Callaway) Motion carries. Motion to remove the greater than $50,000 project from the commercial/industrial fee (Bromley/Schramm) Motion carries. Motion to adopt this proposed schedule for building permit fees with the changes previously mentioned (Bromley/Schramm) Motion carries.
  10. Smart Growth maps—no action needed, Mark to get maps back to SEWRPC
  11. April 2005 election—voice mail, very frustrated at this point, Frank gave a number for people to call and request for action to be taken.
  12. Deakin Isle Bridge—last month accepted a bid for repair to the bridge, now may possibly be stimulus money available to help, Motion to postpone repair of bridge pending stimulus bill (Bromley/Schramm) Motion carries.
  13. Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Schramm) Motion carries.
There being no further business a motion to adjourn was made at 8:41 p.m. (Callaway/Schramm) Motion carries.
