MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
April 14, 2008

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer was also present.
  1. The minutes of March 10, 2008 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report accepted as presented
  3. The agenda with an addenda was approved (Callaway/Sukala)
  4. Committee Reports:
        a. Buildings and Highways: Big Spring Drive—Crispell-Snyder here to present a total of 5 options we have to fix the road. Total cost estimates range in price from $944,000 to $348,000. Motion to put all five (5) options out for bid and then make a decision on which option to choose (Callaway/Schramm) Motion carries.
        b. Safety committee: no meeting
        c. Lake Management Districts: nothing to report
        d. Finance and Personnel: no meeting
        e. Information committee: no meeting, but a Thanks to Committee and Crystal for the hardwork putting in on the newsletter
  5. Planning and Zoning:
        a. Variance request for Mike Senft, W5571 Lost Nation road, for rear yard setback of 24.6’ rather than 25’—Plan and zoning recommends approval, Mr. Senft has already been to Walworth County and they denied his variance, Motion to approve (Callaway/Schramm) Motion carries.
        b. 60 day extension request for the final plat approval for Farmington Estates, Russell Keske—Plan and Zone approved, Motion to approve (Bromley/Callaway).
        c. Final plat approval for Farmington Estates, Russell Keske—no action needed see letter b.
        d. 60 day extension request for Lawton Estates—Plan and zoning approved, Motion to approve (Sukala/Schramm) Motion carries.
        e. Final plat approval for Lawton Estates—no action needed, see letter d.
        f. Developer’s agreement—should have one in place, Attorney Macy has sent an example for review, Plan and Zoning approved, would like Attorney Macy to put into final form for the Board to approve
        g. Smart Growth Compliance—nothing discussed
  6. Pier permit/variance for Heidi Wojcik, N7806 West Shore Drive—owner wants to slide her pier together with the neighbors, after much discussion, Motion to deny because do not see the hardship and variances are granted only for hardships (Callaway/Bromley) Motion carries.
  7. Pier permit/variance request for Pat Doepke, N7802 West Shore Drive—has 60’ of frontage, wants to have 2 piers, would allow for 4 mooring facilities and frontage doesn’t allow that many, Motion to deny request (Callaway/Schramm) Motion carries.
  8. Beach/Boat house stabilization project—acceptance of bids, there were 5 bidders, 4 of which followed all the rules, 1 was irregular and unresponsive. The Lowest bid came in from Briarwood for $39,792.50 and Crispell-Snyder is recommending acceptance of this bid, Motion to award the bid to Briarwood for $39,792.50 for the Beach/Boat House stabilization project on West Shore Drive (Bromley/Sukala) Motion carries 4 to 1 with Supervisor Callaway abstaining from the vote.
  9. Permission to have alcohol in Town Park for Mary Scaro, Pleasant Lake Snowmobile Club, on July 26, 2008 from 11 a.m. to 7 p.m.—Motion to approve (Callaway/Bromley) Motion carries.
  10. Loan offers for purchasing the tanker truck for the Fire Department—received 3 bids, People’s Bank in Elkhorn at 3%, First Citizens State Bank in Whitewater at 3%, and Citizens Bank in Mukwonago at 4.5%, Motion to accept First Citizens State Bank in Whitewater’s rate of 3% for the loan for the tanker truck (Sukala/Callaway) Motion carries.
  11. Ordinance to regulate water traffic, boating and water sports upon the waters of Lauderdale Lakes—Ordinance has been sent to the DNR for comments pursuant to policy and procedure, DNR comments have been reviewed, Motion to approve ordinance without making any changes because people look at the Town’s ordinance before they look to DNR regulations and the Town wants people to be aware of the rules and regulations (Callaway/Bromley) Motion carries.
  12. Authorizing the Fire Department to set sale price and sell the old equipment truck and old tanker truck—Fire Department is more qualified to sell this equipment than the Town, Motion to allow the Fire Department to set sale price and sell the old equipment truck and tanker truck (Bromley/Schramm) Motion carries.
  13. Possibly issuing yearly launch passes to LaGrange residents—was discussed, Motion to not make any changes in policy (Callaway/Sukala) Motion carries.
  14. Setting the Board of Review date—Board of Review will be held on May 21st from 9 a.m. to 11 a.m. at the LaGrange Town Hall.
  15. April 2005 election—things are moving, assigned a new District Attorney to case
  16. Outside lights at Town Hall—Gregory Guidry is proposing two lights on corners of building 15’ up, set on a 0-12 hour timer, Total cost $1600 (includes materials, labor and lights), Motion to approve $1600 for project (Sukala/Schramm) Motion carries.
  17. Payment of bills submitted for approval—Motion to pay bills submitted (Schramm/Callaway) Motion carries.
There being no further business a motion to adjourn was made at 8:53 p.m. (Callaway/Schramm) Motion carries.
