MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
April 9, 2007

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
  1. The minutes of March 12, 2007 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report was accepted as presented.
  3. The agenda was approved with addenda moving addenda #1 to #6 and moving #8 on agenda and #2 on the addenda to next (Callaway/Sukala) Motion carries
  4. Committees and chairpersons—Rick Callaway will be the Safety committee chair and be both the LLLMD and Pleasant Lake Representative, Motion to approve (Bromley/Schramm) Motion carries.
  5. Plan and zone commission members up for reappointment are Dawn Mathews and Vern Greenquist, Motion to approve both members (Sukala/Schramm) Motion carries.
  6. Committee Reports:
        a. Buildings and Highways: no meeting held
        b. Safety committee: no meeting
        c. Lake Management Districts: LLLMD—rec’d money reimbursement from DNR for water patrol, Pleasant Lake has meeting at the Town Hall April 21, 2007, Heidi Bunk from DNR here regarding sensitive areas
        d. Finance and Personnel: no meeting
        e. Information committee: finalizing newsletter
  7. Planning and Zoning:
        a. Future zoning issues—development rights, discussed at Plan and zone meeting, no concrete plans yet
        b. Variance request for Michael & Teresa Muzatko, W5998 Bubbling Springs Drive, from a 3’ side yard to a 2.57’ side yard AND from 1700 square feet to 2035 square feet for an accessory structure—Plan and zone recommends approval, hardship not created by owners, buildings already exist, Motion to approve variance (Bromley/Schramm) Motion carries
        c. Variance request for Ellen Stey, N7440 Country Club drive for an addition to a garage—Addition to garage for maintenance equipment, Plan and zone recommends approval, Motion to approve (Callaway/Sukala) Motion carries.
        d. Review of land classifications—Mark gave out a hand out regarding transfers of development rights, will be discussed at the next plan and zone meeting
  8. Vacating part of Lake Road for Sandi Scherschel—DNR has looked at it, Motion to draft a resolution to vacate part of Lake Road (Sukala/Bromley) Motion carries.
  9. Amending the subdivision control ordinance—would add two sections, would tighten up approval, need to hold a public hearing, have plan and zone make a recommendation, Motion to send to plan and zoning commission for recommendation and hold public hearing in May (Schramm/Callaway) Motion carries.
  10. CSM approval request for Russ Keske on County Highway H, previously approved in April of 2006—Motion to approve as approved in 2006 (Sukala/Schramm) Motion carries.
  11. Town engineer—interviews to be on Monday, April 16, 2007 starting at 7:30 p.m., ½ hour per interview
  12. Letter of support to designate STH 67 as a Scenic Highway—request from Virginia Hall—would be no change in speed limit, Motion to send letter of support to DOT (Sukala/Schramm) Motion carries.
  13. New computer for Highway Department—could eliminate satellite system, could come out of equipment fund, Motion to approve purchasing a new computer system for the highway department not to exceed $1,200 and pay out of Highway department equipment fund (Bromley/Schramm) Motion carries.
  14. Ordinance for launch ramp fees—per day fee of $3, per season fee of $20, forfeiture minimum of $25, maximum of $100, Motion to approve (Bromley/Schramm) Motion carries.
  15. Building inspector increase in fees or increase in split—currently have 80/20 split, are under contract, Motion to deny (Bromley/Callaway) Motion carries.
  16. Compost site attendant—Eli Larson would fill in, Pat Hoffmann may have someone
  17. Temporary Beer license for Badgerland Striders at the Ice Age Trail on May 12, 2007—Motion to approve (Sukala/Schramm) Motion carries.
  18. Old warrant regarding a skiing violation—old case Walworth County is trying to dismiss, Motion to let the Court dismiss the case(Bromley/Schramm) Motion carries.
  19. Old Boat motors—remains of old boat motors from the fire, is some considerable value to them, Motion to allow Frank Taylor to sell on e-bay for whatever he can get for them (Schramm/Bromley) Motion carries.
  20. Date for Board of Review—May 15, 2007 from 9 a.m. to 11 a.m.
  21. April 2005 election—investigation is ongoing
  22. Payment of bills properly submitted for payment—Bromley/Sukala—Motion carries
Motion to go into closed session for possible litigation—roll call vote: Schramm-aye, Callaway-aye, Sukala-aye, Bromley-aye, Taylor-aye.
Motion to resume in open session—Bromley/Sukala
There being no further business a motion to adjourn was made at 9 p.m. (Callaway/Sukala) Motion carries.
