MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
May 11, 2009
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Chairman Taylor, Supervisor Bromley, Supervisor Sukala, Supervisor Callaway and Supervisor Schramm were present. Crystal Hoffmann, Clerk/Treasurer was also present.
- Approval of Minutes from April 13, 2009 meeting (Schramm/Callaway)

- Committee Reports, if any from:
a. Buildings and Highways—no report
b. Safety—meeting tonight-State passed ordinance regarding slow-no-wake within 100 feet of shore—will discuss when get ordinance from State, Officer Otterbacher present, March 72, April 81 calls; July 18th from 11 a.m. to 3 p.m. will be an open house for the Fire Department to celebrate 50 years
c. Lake Management Districts' Reports—LLLMD-about ready to hire person to monitor piers, culvert-hope to have done in June
d. Finance & Personnel—no meeting
e. Information committee—no meeting, newsletter went out
- Planning and Zoning Commission
a. Request to rebuild a deck that extends into the roadside right-of-way for Steve Chester, W5458Westshore Drive, Elkhorn—no one appeared, tabled at P&Z, Motion to table (Bromley/Schramm) Motion carries.
b. Parcel split request for Dietzler Farm, W5556 Meadowlark Drive, Elkhorn, creating 2 substandard lots—P&Z denied on the ground that the applicant did not make a hardship, and do not want to condone creating substandard lots—applicant here tonight to ask for reversal of that decision—4 lots (lots 7, 8, 9 and part of 10 Froedtert’s Green lake Park would be one lot) total, subject to the shoreline zoning ordinance, parcels were combined into one tax parcel number in 1940’s and 1950’s, currently have 4 substandard lots, combining into 2 would still leave substandard lots, Motion to deny 5b (Callaway/Bromley) Motion carries.
c. Lot line adjustment for Dietzler Farm, W5556 Meadowlark Drive, which would make letter b above in compliance with Walworth County Ordinances section 74-221--Motion to table (Bromley/Schramm) Motion withdrawn. Motion to deny. Withdrawn by applicant
d. Variance request for Martin Smith, W5495 Rocky Road, Elkhorn, from Section 74-167 Walworth County ordinances to permit a tram as a second access to the shoreline—parking pad along the road to tram ill wife down to his house, unanimous recommendation of approval by P&Z, Motion to approve (Bromley/Schramm) Motion carries.
- Request for directional sign for the intersection of Lost Nation Road and Plantation Drive—part of Lost Nation Road is the Town of Sugar Creek, forward request to Sugar Creek.
- Discussion of and awarding of the building inspection contract- the Building Inspector would like to see the contract changed and the “at-will” clause taken out. He would like to see it “at just-cause for termination with 60 day notice”. The Town Board was not amenable to making these changes or any other changes to the previously approved contract form. The Town Board asked that the Building and Highways Committee review the performance on a yearly basis and report back to the Town Board as to its findings. The new contract starts when the Building Inspector, Gregory Guidry, signs the contract and the Town signs the contract.

- Opening and acceptance of road bids for 2009 road work—3 bids received, BR Amon and sons-$49, wolf paving--$50.10; Frank Bros--$43.42/ton; Motion to accept Frank Bros contract for paving projects for the year. (Bromley/Schramm) Motion carries.
- Update on investigation regarding the April 05 election—investigation is back to Rebecca Weise
- Approval of bills properly submitted for payment
