MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
May 14, 2007

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
  1. The minutes of April 9, 2007 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report was accepted as presented.
  3. The agenda was approved with addenda and correcting agenda date of 17 to 14 (Sukala/ Callaway) Motion carries
  4. Committee Reports:
        a. Buildings and Highways: Woodland Subdivision road name, seems to be an error some where regarding Woodland Court v. Wooded Court. Crystal to send letter to all home owners along road to see which they prefer.
        b. Safety committee: Fire Department-equip truck coming along, Federal Grant received for new extricating equipment, looking at new ambulance and new tanker for department-won’t affect levy though as other debts have been retired; Water patrol-have decided where boats should be, considering speed limit on Lauderdale, discussion of noise control on Lake
        c. Lake Management Districts: LLLMD-meeting 8 a.m. on June 9th, talking about geese control, received an award given by the Wisconsin Lakes Association also given to Town, Conservancy and Improvement Association, only 1 plaque given out though Motion to purchase additional plaque for Town (Sukala/Schramm) Motion carries; Pleasant Lake annual meeting will be June 30th at one of the Girl Scout Camps, final vote on environmentally sensitive areas, geese control
        d. Finance and Personnel: no meeting
        e. Information committee: newsletter out
  5. Planning and Zoning:
        a. Transfer of Development rights—continue to discuss at meetings
        b. Variance request for Robert and Carol Kruse for Lots 32, 33, and 34 Lost Nation Road to be treated as 3 individual lots—Plan and Zone denied at only one owner and are 3 contiguous lots, so no hardship, Motion to deny request (Callaway/Schramm) Motion carries.
        c. CSM approval for Heather Schramm, W5405 Greening Road—Plan and Zone recommended approval, creates 2 lots, not changing existing zoning, Motion to approve (Sukala/Callaway) Motion carries with Supervisor Schramm abstaining from the vote.
        d. Review of land classifications—covered under letter a
        e. Guideline formulation—covered under letter a
  6. PUBLIC HEARING FOR amending the subdivision control ordinance to add criteria for agricultural land division that the proposed division assist and assure the continuation of agricultural use and to add criteria for non-agricultural land division of compatibility with adjacent land uses, and surrounding development and effect on the Town’s ability to provide or install public improvements—Plan and Zone reviewed and recommends amendment to the ordinance which grants Plan and Zone and the Town Board more latitude on approval or disapproval of plans submitted to Town, Motion to approve with amendments (Callaway/Bromley) Motion carries.
  7. Hiring new Town engineer—all brought good presentations, Motion to hire Crispell-Snyder of Lake Geneva for one year and review (Bromley/Schramm) Motion carries.
  8. Vacating part of Lake Road—still need legal description, will table until Attorney Adelman says put back on agenda
  9. Drainage problem at W5429 Lost Nation Road, Clarence Watson—have engineer look at and suggest solution
  10. Request to allow liquor in Pleasant Lake Park for the Pleasant Lake Snowmobile Club on July 21, 2007 from 10 a.m. to 7 p.m.—Motion to approve (Schramm/Sukala) Motion carries.
  11. Opening of Road bids for 2007—3 bids received, Amon $46/ton, Frank Bros $37.08/ton, Wolf Paving $43.32/ton, Motion to accept Frank Bros bid of $37.08/ton (Schramm/Sukala) Motion carries.
  12. Walworth County Lakes Association—Floyd Pochowski, possibly need a permit for a gathering—no permit needed. Going to use Town Hall parking lot and shuttle people over to site to help cut down on parking needed
  13. Letter of appreciation to Chamberlain Door—donated doors and openers ($8,000-$10,000 value), Motion to send appreciation letters to 4 individuals and Chamberlain Door (Bromley/Schramm) Motion carries.
  14. Approval of Combination Class B liquor licenses:
        a. Lauderdale Lakes Lake Management District for the Lauderdale Lakes Country Club at N7498 Country Club Drive, Elkhorn—Motion to approve (Callaway/Schramm) Motion carries
        b. Michael Bettinger for the LaGrange General Store at W6098 Highway 12, Whitewater—Motion to approve (Schramm/Bromley) Motion carries
        c. Fred Triebe for the Lauderdale Landing at W5625 West Shore Drive, Elkhorn—Motion to approve (Sukala/Callaway) Motion carries
  15. Approval of operators licenses for 2007-2008:
        a. Chris White, 510 W Court St, Elkhorn—Motion to approve (Bromley/Schramm) Motion carries
        c. Susan Venecek, W5534 Lost Nation Road, Elkhorn—Motion to approve (Callaway/Sukala) Motion carries.
        c. Andrea White, 510 W. Court St., Elkhorn—Motion to approve (Schramm/Sukala) Motion carries.
        d. Thomas Meike, N6006 Prairie Ct., Elkhorn—Motion to approve (Bromley/Callaway) Motion carries.

  16. Approval of Provisional operator’s licenses:
        a. Stephanie Foust, 136 S Moraine View Pkwy, Whitewater—Motion to approve (Schramm/Callaway) Motion carries
        b. Kristine Karlson-Flynn, N7321 Nine Indian Trail, Elkhorn—Motion to approve (Bromley/Callaway) Motion carries.
        c. Brett Schaefer, 218 High Forest, Cedarburg—Motion to approve (Schramm/Sukala) motion carries
  17. Approval of an operators license for 2006-2007 for Mary Grobelny, W4694 Ridgeview Road, Elkhorn—Motion to approve (Bromley/Schramm) Motion carries.
  18. April 2005 election—message left, no return call
  19. Survey Town residents—SEWRPC is doing one, but only doing a selection of residents, Motion to send out survey to all Town residents to see what people want regarding zoning (Callaway/Sukala) Motion carries.
  20. Payment of bills submitted for approval—Motion to pay bills submitted (Sukala/Schramm) Motion carries.
  21. There being no further business a motion to adjourn was made at 8:39 p.m. (Schramm/Sukala) Motion carries.
