MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
May 8, 2006
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Lohrmann, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
- The minutes of April 10, 2006 were approved as presented (Sukala/Schramm)
- Treasurer’s report was accepted as presented
- The agenda was approved with two addenda (Schramm/Bromley) Motion carries
- Committee Reports:
a. Buildings and Highways: no meeting
b. Safety committee: no meeting, Lake District has hired 3 new officers, first time the safety boat was out was this past Saturday
c. Lake Management Districts:
i. Pleasant Lake: nothing to report
ii. Lauderdale Lakes Management: have zoning and other issues with the Lauderdale Lakes Aqua Skiers and are working on the water patrol
d. Finance and Personnel: quick update-sold two more cell phones
e. Information committee: have labels for newsletter, will be going out soon
- Planning and Zoning:
a. Rezone from A-1 to C-2 for 20.7 acres for Mr. Klimaitis property on Highway 12/67 and Territorial Road—denied by plan and zone, Motion to deny (Sukala/Schramm) Motion carries
b. Variance request for a shoreyard setback for Richard Mikulecky, W5237 Sterlingworth Drive—Plan and zone committee denied the proposal that was presented to them, however, some changes were brought up at this meeting, owner wants to extend deck, but no further or closer to the lake than his neighbors, all neighbors are in favor and owner would remove the blacktop, Motion to approve conditioned on removing the blacktop (Bromley/Sukala) Motion carries
c. Rezone request for Mike Thiem, W5890 Hwy 12—committee felt that if allowed this rezone from A-1 to A-5 would set precedent so committee denied request, Motion to deny (Bromley/Schramm) Motion carries
d. Smart Growth—suggestion from committee to move forward with Walworth County without the grant, and pay $6,000/year, which is already budgeted for, Motion to authorize Chair to sign contract with Walworth County and get going (Bromley/Lohrmann) Motion carries

f. Conditional use permit request for a planned residential development on the Singing Hills Girl Scout Camp—a conditional use request has NOT been made to Plan and Zone, so needs to go to Plan and Zoning commission first, Supervisor Lohrmann suggests that Supervisor Bromley meet with Matt W. at County Plan and Zone with Greg Goldsmith so everyone is on the same page
g. Planning and zoning commission is working on setting guidelines to follow for plan and zoning issues
- Selling of 1/3 acre located by Lutherdale back to Lutherdale—Building and Hwy committee looked at with Pat Hoffmann and the Town does not use this land for anything, Motion to go ahead and sell back to Lutherdale (Bromley/Schramm) Motion carries
- Boat house bids: for the piles rec’d bid from Perry Brum—if use wood poly-coated timbers cost is $25,760.18, if use steel cost is $21,759.20 and includes all labor and material, for construction of boat house rec’d 4 bids: Strand builders, Whitewater-$25,350, Lawton Builders-$32,760, Magill-$60,136, and Lakewood-$34,866.01. Motion to accept Perry Brum bid of $21,759.20 for Steel piles and Strand Builders of Whitewater bid of $25,350 subject to engineer review of bids (Bromley/Schramm) Motion carries. Town will do Purchase orders for material for builders to save the tax on all items.
- Road bids—received two bids—Frank Bros-$36.85/ton and BR Amon-$39.80/ton, Motion to approve Frank Bros at $36.85/ton (Sukala/Schramm) Motion carries
- Ordinance regulating standards for private roads—Motion to send to plan and zone commission to review and place notice for June’s meeting for public hearing as this would be amending the subdivision code/ordinance (Bromley/Schramm) Motion carries
- Ordinance regarding an engineer for reviewing plats-- Motion to send to plan and zone commission to review and place notice for June’s meeting for public hearing as this would be amending the subdivision code/ordinance (Bromley/Schramm) Motion carries
- Ordinance for fire number signs—will put on next month’s agenda, Motion to approve fees of $50 minimum to $500 maximum (Bromley/Schramm) Motion carries
- Deciding who to grant interviews to—have received 6 applications, grant interviews to all six, will interview on June 8th starting at 7 p.m. and lasting 20 minutes each, will hire on June 12, 2006 at the Town Board meeting
- buoy placement in sensitive area 3—want them out earlier to protect species there, Floyd P will remind Don so this gets done next year
- Compost site fees—contractors are passing the fees on to their customers who are taxpayers of LaGrange so feel paying for twice, Motion to send back to buildings and highways for review (Bromley/Lohrmann) Motion carries
- Compost site agreement with Sugar Creek—Motion to renew for two (2) years at $7,500 per year (Sukala/Schramm) Motion carries
- Computer round up at Walworth County—for information only
- Motion to send a letter to Santo Galati recognizing his service to the Town of LaGrange for 19 years (Lohrmann/Sukala) Motion carries
- Board of review called to order by Chairman Taylor for the purpose of adjournment, Motion to adjourn until August board meeting (Schramm/Bromley) Motion carries
- Approval of Operator’s license for Edith Villegas—Motion to approve (Sukala/Schramm) Motion carries
- Approval of Combination Class B liquor licenses for 2006-2007:
a. Lauderdale Lakes Country Club—Motion to approve (Bromley/Schramm) Motion carries
b. LaGrange General Store—Motion to approve (Schramm/Lohrmann) Motion carries
c. Lauderdale Landing—Motion to approve (Lohrmann/Sukala) Motion carries
- Approval of operators licenses for 2006-2007:
a. Richard Dessent—Motion to approve (Bromley/Lohrmann) Motion carries

- Update on investigation regarding the April ’05 election—nothing new to report
- Motion to revoke preliminary design approval for the Singing Hills Girl Scout Camp to keep the record clear (Bromley/Schramm) Motion carries
- Recognizing Chuck Sigmund for his many years of service to the Town—Don will call and see when he is available to go to dinner, Crystal to research how many years he has been the building inspector
- Contract with LLLMD for water patrol services—Motion to accept contract (Bromley/Schramm), Taylor, Bromley, and Schramm-aye, Sukala and Lohrmann-nay, Motion carries 3-2
- Zoning and other issues with Lauderdale Lakes Aqua Skiers—land is zoned C-4 and is owned by the LLLMD and this is non compliant with that zoning so both entities are out of compliance, County is looking into, can proceed this year, but need to fix for next year
- Payment of bills properly submitted for payment—Schramm/Sukala—Motion carries
The meeting then moved into closed session to discuss attorney-client privilege per roll call vote: Schramm-aye, Lohrmann-aye, Sukala-aye, Bromley-aye, Taylor-aye.
Motion to have Attorney Adelman assert the attorney/client privilege on the three items discussed (Bromley/Sukala) Motion carries.
The meeting then move into open session.
There being no further business a motion to adjourn was made at 9:50 p.m. (Schramm/Lohrmann) Motion carries.
