MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
May 12, 2003
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Heilmeier at 7:38 p.m. Chairman Heilmeier, Supervisor Callaway, Supervisor Sukala, and Supervisor Lohrmann were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present. Supervisor Taylor was absent.
  1. The minutes of April 14, 2003 were approved as presented (Sukala/Lohrmann)
  2. Treasurer’s report was given and accepted as presented.
  3. The agenda was approved. (Sukala/Lohrmann)
  4. Committee Reports
        a. Buildings and Roads committee—no meeting held.
        b. Safety committee—no meeting held.
        c. Lake Management – Report from Rick Callaway. Guest-Darlene B. from Lutherdale Bible Camp here-having an open house called “Spring into Summer” on May 31, 2003. It will be an all day event.
        i. Lauderdale Lakes Management District-golf course is up 400 rounds, and up $8,000, the water safety patrol is up and running. July 19, 2003 will be a budget meeting, and August 30, 2003 will be the annual meeting. A questionnaire is being sent out to people on Lauderdale Lakes regarding setting a speed limit on the Lake.

        ii. Pleasant Lake—Dave Scarro and Mr. Dobbs passed away. There will be two 2x2 signs- NO WAKE LAKE AT ALL TIMES placed. Suggestion to review ordinances for the lake.

        iii. Recommendations regarding committee members—send letters to all members currently serving on committees to see where they are presently-if they still wish to serve on the committee. Don Sukala to draft a letter to send out to all, with a time limit.

        d. Finance and Personnel committee – no meeting held
        e. Information committee—holding a meeting Thursday, May 15, 2003. To be discussed: possible links to the Town of LaGrange’s web site.
  5. Planning and Zoning

        a. CSM approval for Guardian Pipeline-re-division of lot 3, located at Highway 12, Whitewater. Currently zoned P-1, any further expansion would have to come for conditional use permit. Approved as presented (Callaway/Sukala)
        b. Street yard variance request for Doug and Kathy Jackson, W5727 Young Road, Palmyra, WI – were not able to attend plan and zoning meeting, requested to be put on for June meeting. Motion to send back to committee (Lohrmann/Callaway).
        c. Variance request for encroaching the envelope for an addition for Walter and Mary Asbach, W5335 Lauderdale Drive, Elkhorn, WI – tabled at committee level per request from Asbach’s. Motion to table (Lohrmann/Sukala).
  6. Vacating Town roads in Sherwood Forest—have to proceed by resolution and then go to court. Will need to post and publish the notice. DNR is only signature required, Paul Sandgren (DNR) is having resolution signed and sending back. Motion to approve (Lohrmann/Sukala)
  7. Vacation of road on Circle Drive – requires 4 signatures of abutting/adjacent owners. Resolution is contingent upon receiving requests to vacate the road. Sending letters to owners with easements. Motion to approve resolution (Callaway/Sukala).
  8. Request for pier permit for Richard and Arlene Neumann, Lot 9, Bay Drive—Kevin Walter, new owner, present. DNR suggested talking to the Town first. This would be a 32 foot wharf parallel to the shore line. There is nothing there now and all other lots in area have piers. Is in designated environmentally sensitive area. Need approval of both the Town and the DNR. Motion to approve contingent upon DNR approval-Sukala/Lohrmann, 2 opposed-Callaway/Heilmeier. Motion fails. New motion to approve submitted plans upon DNR approval-Sukala/Lohrmann, 2 opposed Callaway/Heilmeier. Motion fails. Motion to table the issue –Callaway/Sukala, unanimous.
  9. Request for pier permit for Mike Spreitzer, W5171 Bay Shore Drive, Elkhorn—adding three 8 foot sections of pier for a total of 44 feet, which is enough to moor 2 boats. 14 feet form North side, 42 feet from South, has 100 feet of shore line. Already owns the boats, no shore station, can only use one side of the pier. The additions are seasonal—will take additions out in the winter. Motion to approve (Sukala/Callaway).
  10. Opening of bids for road paving—2 bids were received
        a. BR Amon bid for $24.50/ton
        b. Frank Brothers bid for $23.67/ton
    Motion to accept Frank Bros. bid at $23.67/ton (Callaway/Lohrmann)
  11. Boat launch bids—STERLINGWORTH: Mann Bros bid of $12,808.00 and have Krause do blacktop for $3,866.00 for at total of $16,674.00 without the pier. Still need to put the pier in. Motion to accept both bids in total amount of $16,674.00 (Callaway/Lohrmann). WEST SHORE DRIVE: Mann Bros bid of $11,164.24 and have Krause do blacktop for $6608.00. Austin pier service bid for $4,300.00 for 25 foot x 5 foot all aluminum permanent floating pier. Motion to accept all bids for total of $22,072.24. (Lohrmann/Sukala). There will be other improvements done by the Town—handicap signage, and parking lots.
  12. An “operators permit” was awarded to Thomas d. Meike, W5248 Plantation Road which expires 6/30/2003. (Callaway/Sukala)
  13. Combination Class B liquor licenses were awarded to:
        a. Lauderdale Lakes Management District DBA, Lauderdale Lakes Country Club, Scott Mason, Agent at N7498 Country Club Drive, Elkhorn (Lohrmann/Callaway)
        b. Michael Bettinger, DBA: LaGrange General Store at W6098 STH 12, Whitewater (Lohrmann/Callaway)
        c. Lauderdale Lakes Landing, W5625 West shore Drive, Elkhorn (Lohrmann/Callaway)
  14. Operator Licenses renewals were awarded to:
        a. Nancy S. Triebe, N5864 Cty. O, Elkhorn
        b. Thomas D. Meike, W5248 Plantation Road, Elkhorn
        c. James M. Kloiber, 1612 Breckenridge Lane, Milton
        d. Susan J. Venecek, W5534 Lost Nation Rd., Elkhorn
        e. Louise Meike, W5248 Plantation Road, Elkhorn
        f. Adrienne J. Rosinski, N7660 Rendell Dr., Elkhorn
        g. David K. Roe, 5090 Bay Point Dr., Elkhorn
        h. Ariel Carson, W5979 Hwy. 12, Whitewater
        Approved as presented (Lohrmann/Callaway)
  15. Provisional liquor licenses were awarded to:
        a. Heather Hatch, W5463 Briarwood, Elkhorn
        b. Jacquelyn Schnell, 619 W. Main St., Whitewater Approved as presented (Lohrmann/Sukala)
  16. Murphy subdivision bills from Strand and Associates, nothing is owed to the Town by the Murphy’s.
  17. Bills were approved for payment as presented. (Sukala/Callaway).
