MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
June 11, 2007

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
  1. The minutes of May 14, 2007 were approved as presented (Sukala/Schramm)
  2. Treasurer’s report was accepted as presented.
  3. The agenda was approved with addenda (Callaway/Schramm) Motion carries
  4. 2006 Financial Report presented by Art Tillman, Deignan and Associates
  5. Committee Reports:
        a. Buildings and Highways: Woodland Subdivision road name, seems to be an error some where regarding Woodland Court v. Wooded Court—letters were sent to all seven residents and six of the seven would like WOODED COURT. Pat will order the new signs. Motion to repeal and recreate the ordinance naming Town Roads (Schramm/Sukala) Motion carries.; Launch passes ready
        b. Safety committee: Fire Department-July 23rd is the memorial golf outing and dinner at Evergreen in memory of Jamie Sendt, August 11th is the Steak Fry; looking at setting a speed limit on Lauderdale Lakes, right no there is no speed limit except weekends and holidays.
        c. Lake Management Districts: LLLMD—8 a.m. Saturday July 8th is next meeting, this is the start of the budget process; Pleasant Lake—Saturday, June 30th meeting, will have final report from DNR about sensitive areas
        d. Finance and Personnel: no meeting Information committee: no meeting
  6. Sheriff Department report—Officer Timothy Otterbacher—Had 101 calls in March, 111 in April and 98 calls in May. Sheriff Department would like more speed limit signs up on Bluff Road East of Tamarack, also would like to see the no parking signs on Sterlingworth face towards traffic—Pat will take care of these things.
  7. Planning and Zoning:
        a. Transfer of Development rights—moved to f and g
        b. Preliminary plat approval request for Russell Keske for a 21 unit condominium development to be known as Farmington Estates—Plan and zone approved conditioned on meeting Town engineers concerns, Motion to approve with plan and zoning recommendations (Callaway/Sukala) Motion carries.
        c. Pechous—request for a rezone—tabled per applicants request
        d. Shoreyard variance request for Jim Lapetina, W5284 Lauderdale Drive—Plan and zoning approved the bottom deck/terrace but found no hardship with the upper 2 decks and did not approve them, Motion to approve first floor paver project only, must remove wood deck and replace with paver stones (Bromley/Schramm) Motion carries.
        e. William Kiefer, lot 50 Lauderdale Shores Condos, height variance request—Plan and zone recommends approval, Motion to approve (Sukala/Callaway) Motion carries.
        f. Review of land classifications—General discussion, put on Plan and zone agenda for July survey of Town owners
        g. Guideline formulation—covered under letter f
  8. Dredging the lake and cleaning up beach—would require several permits, lengthy permitting process, Total cost estimate is between $30,000 and 35,000, done about 15 years ago, will talk more about it at budget time.
  9. Pier permit for Jason Larson, W5563 Meadowlark—needs extra long pier to reach deep enough water for boat, 56 feet long, setbacks are fine, doesn’t stick out any further than neighbors piers, Motion to approve contingent upon DNR approval by September 1, 2007 (Callaway/Bromley) Motion carries.
  10. Pier permit for Anthony and Linda Parato, W5852 Bubbling Springs—Boat lift is right on property line, variance requested is for side lot setback, DNR has approved, has letter from neighbor for approval, Motion to approve variance for shore station sideyard setback (Bromley/Schramm) Motion carries.
  11. Introduction of new Town engineering firm—Crispell-Sndyer of Lake Geneva, Dan Snyder and Kristen Belan
  12. Drainage problem at W5429 Lost Nation road—very costly to fix problem, will discuss more at budget time.
  13. Building inspection fees—most permits are an opportunity to get things into compliance, need an opinion from counsel regarding what’s needed
  14. Lauderdale Lakes Aqua Skiers—sending a letter of support, Motion to table until July (Callaway/Bromley) Motion carries.
  15. April 2005 election—message left, no return call
  16. Trailer on Heine property on Bluff Road—trailer is still there and needs to be removed, Motion to send a letter to Walworth County Zoning to request enforcement action (Bromley/Schramm) Motion carries.
  17. Shed on Barrett property on Green Lake Drive—no action needed
  18. Pier permit request for Larry Kushner, N7759 Laura Lane—Needs longer pier to reach deeper water, neighbors have no objection, Motion to approve extending the West leg of the pier by 10 feet, subject to DNR approval (Bromley/Callaway) Motion carries.
  19. Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Callaway) Motion carries.
There being no further business a motion to adjourn was made at 10:25 p.m. (Schramm/Callaway) Motion carries.
