MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
June 12, 2006

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, and Supervisor Lohrmann were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present. Absent was Supervisor Schramm.
- The minutes of May 8, 2006 were approved as presented (Sukala/Bromley)
- Treasurer’s report was accepted as presented
- The agenda was approved with two addenda (Sukala/Bromley) Motion carries
- Committee Reports:
a. Buildings and Highways: no meeting
b. Safety committee: meeting tonight, Fire Department is still working on the equipment truck, water patrol is not being outsourced, we are running a joint patrol with the Lake District, water patrol has been out on Pleasant Lake as of 5/20, the launch ramps—planks have been ordered and work is progressing, all buoys are in
c. Lake Management Districts:
i. Pleasant Lake: held meeting 5/13, $13,355 proposed budget for 2007, looking at ordinance regarding road worthy vehicles
ii. Lauderdale Lakes Management: July 8th is next meeting
d. Finance and Personnel: quick update-sold another $200 in equipment off squad car
e. Information committee: nothing to report
- Planning and Zoning:
a. Certified Survey map approval for Dean McKenzie and Lynn Hoffmann, Kettle Moraine Drive—Plan and Zone recommend approval, is a farm separation, leaves two 35 acre parcels, Motion to approve as presented (Sukala/Lohrmann) Motion carries
b. Klimaitis rezone request—withdrawn
c. Zoning enforcement action by Walworth County again Mr. Heine for violation of zoning ordinance—Plan and zone request the Town Board to request Walworth County to begin enforcement of expired conditional use permit—Motion to approve sending request for action to Walworth County (Bromley/Sukala) Motion carries.
d. Variance request for Michael Patrick, N9155 Tamarack Road for an addition to an existing garage—looking for a variance on square footage, wants 1442 square feet which is above what is allowed, Motion to approve variance (Bromley/Lohrmann) Motion carries.
e. Variance request for Ryan Kinnaman, W5480 Rocky Road for a garage—Tabled at Plan and zone due to unclear situation with road, committee found no hardship, Motion to deny request (Bromley/Sukala) Motion carries.
f. Next Plan and Zone meeting will be WEDNESDAY, July 5, 2006 at 7:30 P.M. at the Town Hall
- Public Hearing for:
a. Private road standards—concern regarding the vagueness of ordinance proposed, Town Board views this as the minimal standards needed, Motion to approve ordinance (Bromley/Sukala) Motion carries.
b. Hiring of Engineer for reviewing plats—Motion to approve (Bromley/Sukala) Motion carries.
- Ordinance for fire number signs—Motion to approve ordinance (Bromley/Lohrmann) Motion carries
- Pier permit request for Harvey and Maxine Yellen, W5160 Plantation Road—not needed
- Pier permit request for Bruno Scalzo, W5602 Cool Hill Road—in environmentally sensitive area, going where old one is now, will be 35’ long and 5’ wide, Motion to approve pending compliance with setback from neighbors yard and DNR approval (Lohrmann/Sukala) Motion carries.
- Pier permit request for William Duffy, N7627 Bayshore Drive—pier would only be 1 foot from neighbors lot line, current pier ordinance does not allow for any variances, Motion to deny request and revisit pier ordinance for July Town Board meeting (Bromley/Sukala) Motion carries.
- Pier permit request for Richard Schoultz for a shore station at the end of Meadowlark Road—is one shore station there now, would need signatures of all owners of Green Lake Froederts Park subdivision, Motion to table until brings in all signatures from subdivision (Lohrmann/Bromley) Motion carries
- Hiring of new building inspector—interviewed 5 entities, all very good applicants, Motion to hire Gregory Guidry for a one year contract with amending proposed contract to restrict from receiving any fees after termination, and adding perform pier inspections with an effective date of July 1, 2006 (Bromley/Sukala) Motion carries
- Fee schedule for building permits—accept Greg Guidry’s proposed building fees (Bromley/Sukala) Motion carries
- Inventory of piers—need to start with a baseline and grandfather those as is, need to review/change current ordinance, Motion to table until get revised ordinance from Attorney Adelman (Lohrmann/Sukala) Motion carries
- Adoption of NIMS ordinance—Motion to table until July’s meeting (Lohrmann/Bromley) Motion carries
- LESD laptop computer—doesn’t fit with new joint patrol, fire department can use it, Motion to donate laptop to the Lauderdale LaGrange Fire Department (Sukala/Lohrmann) Motion carries.
- Approval of operators licenses for 2006-2007:
a. Brenda Scott—Motion to approve (Bromley/Sukala) Motion carries
b. Sasha Butinas—Motion to approve (Lohrmann/Sukala) Motion carries
- Update on investigation of April 05 election—has left 12 voice mail messages, none of which have been returned.
- Walworth County Sheriff Department enforcing Town ordinances—can’t enforce our ordinances until we give them the authority to do so, Motion to grant Walworth County Sheriff Department the authority to enforce Town of LaGrange ordinances (Lohrmann/Sukala) Motion carries.
- Lauderdale Lakes Aqua Skiers update—the Lauderdale Lakes Lake Management District is considering going in front of Walworth County Zoning Agency
- Payment of bills properly submitted for payment—Lohrmann/Sukala—Motion carries
The meeting then moved into closed session to discuss Shagbark Road, Lohrmann-aye, Sukala-aye, Bromley-aye, Taylor-aye.
The meeting then move into open session.
There being no further business a motion to adjourn was made at 10:46 p.m. (Lohrmann/Sukala) Motion carries.
