Minutes of Meeting
July 10, 2006
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Frank Taylor at 7:30 PM at the Town Hall. All members were present. Also in attendance were Attorney Elizabeth Adelman and Deputy Clerk Elizabeth Sukala. (Clerk Hoffmann is attending School in Green Bay.
Following the agenda:
- Minutes of the June Town Board meeting were approved. D.Sukala/Bromley carried.
- Dep. Clerk read the Treasurer’s Report.
- The agenda for this meeting was approved. Lohrmann/Schramm carried.
- Committee Reports if any:
A. Buildings and Highways no report
B. Safety met this evening.
a. Fire Dept. Report Steve Taylor reported that the annual Steak Fry will be at the Landing on Sat. August 12th from 1:00 to 7:00 PM.
b. LESD was read by Nestor Dhydalo. They are patrolling daily. The duty roster includes 14 officers. Twenty students completed the DNR Boating Safety Course.
c. Launch Ramps Concrete planks should be delivered this week. All surveys have been completed.
d. Bouys Byoys are all in place. One has been lost due to fireworks which were placed on top.
e. Pier Survey Nearly impossible. New changes to the ordinance should be helpful.
f. Aqua Skiers Attendance at shows has actually increased. All questions are now zoning issues and are in the hands of the LLLMD.
g. Boat House Work should begin on Wednesday. Pilings will be driven and then the building will be erected taking a total of approximately 3 weeks.
C. Lake Management Districts No meetings to report.
D. Finance and Personnel No meeting to report; but the Chevy Lumina is still for sale.
E. Information Committee No meeting to report but zoning maps are now available. We need to find a good way to store them and make them easy to view.
- Plan and Zone
a. Variance request for Geraldine VandeKreke for a deck. Applicant is seeking a variance to cover an existing concrete patio and deck within the 35’ shore yard raising the deck 6” from the concrete. No neighbors objected to the plan and the P&Z Commission unanimously recommends approval. Bromley/Schramm carried unanimously.
b. Camp Singing Hills Greg Goldsmith request for a conditional use permit before proceeding with plans and engineering drawings. The P&Z Commission voted 3 to 2 in favor of the permit with stipulations. The Town received a memo from Walworth County LUD that the applicant does not meet requirements for the permit because of the 10 homes in the Prime Environmental Corridor among other items. Mr Goldsmith read a letter re:the memo. Attorney Adellman noted the homes within the PEC is a legal issue.
After lengthy discussion the Board moved to grant the conditional use with the stipulations outlined by the Plan and Zone Commission and a proviso that the legal issue re: the homes within the PEC be resolved. Bromley so moved/Schramm seconded. The motion carried 3 to 2 with D. Sukala and Lohrmann opposed.

- Changes to pier ordinance. Attn’y Adelman noted the 3 changes to the pier ordinance as underlined on pages 4, 6, & 7. and explained each as had been discussed at a previous meeting. Dates to be inserted in Sec. VI B page 7 are: Date # 1 July 10, 2006 and Date #2 September 1, 2007. The Board adopted the changes to the Pier Ordiannce on a motion by Bromley/seconded schramm carried unanimously.
A form now needs to be available for residents to use to meet the Ordinance requirements and should be available on the website.
- Pier permit request for William Duffy at N7627 Bayshore Dr. The request which meets the newly revised pier ordinance was approved. Lohrmann/D.Sukala carried unanimously.
- Sterlingworth Condominium Assoc. request for additional piers was denied as the issue was a legal case with the DNR at the time the condo’s were developed. It was suggested the group seek input from the DNR before proceding.
- Requirement of Bonds for construction projects. The Building Inspector stated that such bonds would require contractors to repair any damage done to roads and drainage ditches during construction and would also require a final building inspection by the Town inspector before the property is issued an occupancy permit. The bond requirement would be $1000 and would be relinquished upon inspection by the highway dept. and the building inspector. Bromley/D.Sukala carried unanimously.
- Adoption of NIMS ordinance. The Board asked Attorney Adelman to draft a resolution for the Town to that effect for the August meeting.
- Operator Licenses were issued to Michelle Hamilton Schramm/ D.Sukala carried; and Todd Dornfeld Schramm/D.Sukala carried.
- Chairman Taylor stated that he finally talked to someone in the A.G.’s office and she promised to get some actin on the April 2005 election issues.
- Bills were approved for payment with the exception of the 2 from Strand and Associates that were titled 2004 Boat Launches. Schramm/D.Sukala carried.
The meeting then moved to closed session (Bromley/D.Sukala) by roll call vote: Schramm-aye Lohrmann-aye D.Sukala-aye Bromley-aye Taylor-aye.
The meeting moved to open session (Bromley/Schramm) by roll call vote: Schramm-aye Lohrmann-aye D.Sukala-aye Bromley-aye Taylor-aye. A motion was made per discussion in closed session to include the corner property where Shagbark Lane turns into a Town Road. Lohrmann/D.Sukala carried unanimously.
There being no further business, the meeting adjourned.
