MINUTES OF REGULAR TOWN BOARD MEETING

LAGRANGE TOWN BOARD
July 14, 2003
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Heilmeier at 7:38 PM. Chairman Heilmeier, Supervisor Callaway, Supervisor Sukala, Supervisor Lohrmann and Supervisor Taylor were present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelmann, Town Attorney were also present.
  1. The minutes of June 9, 2003 were approved as presented. (Sukala/Lohrmann)
  2. The treasurers’ report was given and accepted as presented.
  3. The agenda was approved with addenda (1). (Lohrmann/Callaway)
  4. Committee reports:
    a. Buildings and Highways – Sign for Pleasant Lake Park stating “No Wake Lake” would cost $118, single sided. Would place the sign on the fence. Motion to approve cost (Lohrmann/Taylor)
    b. Safety Committee – Held meeting tonight before Town Board meeting
    i. Fire department—the first responders are trained and know equipment-really helpful. August 9, 2003 is Annual Steak Fry.
    ii. LESD—Pleasant Lake Park-plenty of problems: are patrolling Pleasant lake on weekends, parking issues-removed 14 cars on Sunday, lots of non-residents are using park, suggest having a lock box to keep there for police items, PWC has been on the lake from time to time also. 62 citations written so far: most have been for PWC violations, 2nd most is speeding. Joint training between FD and PD will be 8/16/03.
    iii. Launch ramp—planking to be delivered soon
    iv. Buoy report—had to replace 5 buoys that got chopped off over the 4th of July weekend. Channel markers have been moved—“do NOT tamper” stickers will be put on them.
    v. LESD budget for ’04—no major changes: suggest replacing the Johnson motor so all motors match, sell the Johnson engine, purchase new computer, put in a new PWC station.
    vi. Agenda’s—committee would like earlier agendas and supporting paperwork. Item was tabled, kinks to work out.
    c. Lake Management Districts’ reports:
    i. Lauderdale Lakes Management District—meeting at 9 AM at the Golf Course. This will also be the annual budget meeting for 2004. Conservancy-breaking into 3 different areas, discuss need for cooperation for LL#s for Fire department and LESD use.
    ii. Pleasant Lakes—at annual meeting passed bylaws. Doug Behrens here to speak about Pleasant Lake Tap. License has been revoked, but owner still wants to build restaurant.
    d. administration and Personnel—no meeting held
    e. Information committee—would like to add a seasonal calendar type page to the website to emphasize things to do in LaGrange and a profiles page starting with the Baker and Smith families. Cost of $225 + 40 for photos—is within budget. Want to send out mailing with budget info and other things important to Town. Letters of appreciation sent to those people that liked with our website. Loosing Judith Wright as a member, recommend Don Henderson to take her place-put on August agenda for approval.
  5. Plan and Zone- a. Certified Survey Map for Sean and Cindy Alcock, N7467 Bay Drive, Elkhorn for a re-division of Lot 2 of CSM 3011—not here.
    b. Re-zone from A-1 to C-2 for Jerry West (Lester and Charlotte West) at W5920 Greening Road, Whitewater—to include easement for future, drawn in by surveyor, have received driveway access permit from Walworth County. Accepted as presented (Taylor/Sukala).
  6. Pleasant Lake and Bubbling Springs launch ramps: Bubbling springs launch ramp will need a survey to start. Do not know about any funding from DNR or Town budget freezing. Tabled, will put on August agenda.
  7. Pier permit for Jim Sendt, W5725 Ridge Road—current pier in disrepair, wants 2 piers on 75 feet of frontage. Suggest 1 pier straight out with no “L” or same type of pier but reverse it and add wharf. Final plan is a 5’ x 11’6” wharf with a pier that goes out 30 feet and “L”. Approved as re-presented (Callaway/Sukala).
  8. The monies from the tickets written with respect to the ordinances will go to the town under “General Revenue”, and the printing cost of the tickets will be paid for by the town. Approve printing cost of triplicate tickets to a maximum of $450/1,000 (Callaway/Sukala).
  9. Ordinance concerning alcohol: problem is have rules, and people try to sneak around the rules. Told people to leave, want to be able to write citation. Would like ordinance to prohibit alcohol consumption and the possession of alcohol in posted areas. Betty will present ordinance at August Town Board meeting.
  10. Discussion of possibly vacating town land off of Blackfoot Circle—is a designated access road. After much discussion, was felt by the board to NOT vacate at this time (Taylor/Sukala).
  11. There is a sign that has been damaged on Highway 20 that is owned by the Elegant Farmer. According to the Town’s ordinance if in disrepair and will cost more that 50% of original cost to repair the sign then can not repair the sign—need to bring into compliance with the Town’s ordinance which allows a 4 foot square sign. Owner will look for information on what it cost originally, and see what it will cost to repair.
  12. Approval of bills properly submitted for payment (Sukala/Taylor).

There being no further business a motion to adjourn was made at 9:38 PM (Heilmeier/Callaway).
