MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD July 14, 2008

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Chairman Taylor, Supervisor Bromley. Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer was absent.

  1. The minutes of June 9, 2008 were approved as presented (Bromley/Schramm)
  2. Treasurer’s report—not available
  3. The agenda was approved (Bromley/Schramm)
  4. Committee Reports:
        a. Buildings and Highways: no meeting
        b. Safety committee: There is an issue about the patrol boat, Nestor reported; buoys—eligible for grant money from the DNR
        c. Lake Management Districts: LLLMD annual meeting is August 30th at Lutherdale
        d. Finance and Personnel: no meeting
        e. Information committee: no meeting
  5. Planning and Zoning:
        a. Public hearing for S&R Egg Farm regarding the DNR siting rule—Dave Hill from S&R Egg Farm here to do presentation about how the farm is managed. Motion to approve (Bromley/Schramm) Motion carries.
        b. Model Developer’s agreement—Motion to table (Schramm/Callaway) Motion carries.
        c. Approval of Condo declarations for Russ Keske, Farmington Estates—Plan and Zone approved of declarations, conditioned upon Town attorney and Town Chair approval Motion to approve (Bromley/Schramm) Motion carries.
        d. Approval of Developer’s Agreement for Russ Keske, Farmington Estates—No permits are allowed until the road is installed, also update every 5 years to the Board regarding the development. If property is sold to another developer that person has to do the same. Motion to approve pending Town Chair and Town Attorney’s approval of developer’s agreement (Bromley/Callaway) Motion carries.
        e. CSM approval for Thomas and Kristi Santi, W5198 Bluff Road—No one present to present CSM; Motion to table (Callaway/Schramm) Motion carries.
        f. Rezone request for Guardian Pipeline from Park to A-2 for 20 acres at W7209 Highway 12—Motion to approve (Schramm/Bromley) Motion carries.
  6. Approval of Water Traffic Ordinance No. 2208-02—correcting errors—Correcting errors on page 8 of the ordinance, Motion to approve (Callaway/Schramm) Motion carries.
  7. Construction of ramp at Sterlingworth and drainage issues—local neighbor spoke about the water level at the ramp; the Town’s engineer has surveyed and the elevation was found, e-mail was sent to old engineers (Strand and Assoc) to establish the original elevations of the ramp, Motion to table (Bromley/Callaway); Drainage issues—LLLMD-will come to the Town Board with elevations
  8. Drains and culverts at Sterlingworth Court—see #7
  9. Procedure/requirements for being placed on agenda—Use a form to be handed in to the clerk, needs to be written request, Motion to approve (Callaway/Schramm) Motion carries.
  10. Water damage/drainage issues at W5429 Lost Nation Road, Clarence Watson—Mr. Watson gave presentation about the road and water drainage problems. Town has spoken to our engineer and our attorney about this matter, engineer estimates $40-50,000 to fix problem, there is no public benefit to fixing the issue. No action taken.
  11. Update on Beach/Boat house at W5633 West Shore Drive—Frank explained how the stormceptor works, Frank got report from the engineer and there are some errors in the work—Motion to accept engineer’s recommendations but the Town will purchase the pipe (Bromley/Callaway) Motion carries.
  12. Approval of operator’s licenses for 2008-2009
        a. Christian Zenger, 232 N. Tratt Street—Motion to approve (Callaway/Schramm) Motion carries.
        b. Becky Brandenburg, 794 Princeton Road—Motion to approve (Callaway/Schramm) Motion carries.
        c. Kathryn Davis, 4205 Bordeaux Dr—Motion to approve (Bromley/Schramm) Motion carries.
  13. April 2005 election—Frank talked to D.A.—need more heat.
  14. Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Schramm) Motion carries.

  15. There being no further business a motion to adjourn was made at 9:15 p.m. (Callaway/Schramm) Motion carries.
