MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
July 9, 2007

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
  1. The minutes of June 11, 2007 were approved as presented (Sukala/Schramm)
  2. No report
  3. The agenda was approved with addenda (Schramm/Sukala) Motion carries
  4. Committee Reports:
        a. Buildings and Highways: Repair of chimney on Town Hall, have bid of $5600, also talked about eliminating chimney completely, talked about building inspection fees and contract—no more fees for residing or re-roofing
        b. Safety committee: Talking about ordinance regulating water traffic on Lauderdale Lakes, discussion included speeds at night among other points, decided to look at entire ordinance, will forward to whole Town Board when done with draft, will have to be sent to DNR for approval as well
        c. Lake Management Districts: Pleasant lake—discussed sensitive areas; LLLMD—Saturday, Sept 1 is annual meeting, Day on the Lake is July 28th, District Dialogue deadline is July 27th
        d. Finance and Personnel: First preliminary budget meeting is August 27th at 6:30 p.m. at the Town Hall
        e. Information committee: no meeting
  5. Planning and Zoning:
        a. Preliminary plat approval request for Lawton Estates, 11 unit condo, Plan and zone approved with the 10 contingencies presented by Crispell-Snyder, Motion to approve preliminary plat map with Crispell-Snyder’s 10 contingencies (Callaway/Schramm) Motion carries
        b. Rezone request for Ron Condroski from A-2 to C-2 and splitting off a 5 acre parcel, N9564 Territorial Road—Plan and zone recommend approval as land is wooded and truly C-2 land, Motion to approve as presented (Callaway/Schramm) Motion carries
        c. Survey of Town land owners—will be on August agenda, will look at the survey sent out by Walworth County in 1999
        d. Smart Growth Compliance planning and consideration of future zoning change recommendations—Transfer of Development Rights (TDR) presentation by Crispell-Snyder, much discussion, most opt out of County Zoning
  6. Lauderdale Lakes Aqua Skiers—sending a letter of support, Not for the Town to say, Town supports by issuing permits every year, don’t want to get into endorsing individual use, Motion to not send a letter, have endorsed twice already (Schramm/Bromley), Motion carries 3-2 with Taylor, Bromley, Schramm—aye and Sukala, Callaway-nay.
  7. Operator’s license renewal for Sasha Butinas—Motion to approve (Schramm/Bromley) Motion carries
  8. New 2007 operator’s licenses for:
        a. Christian Zenger, 232 N. Tratt St., Whitewater—Motion to approve (Bromley/Schramm) Motion carries
        b. Barry McAndrews, W5331 Plantation—Motion to approve (Callaway/Schramm) Motion carries
        c. Becky Brandenburg, 1105 Shannon Court—Motion to approve (Bromley/Callaway) Motion carries
  9. Provisional operators license for Nicholas Tovarek, N8653 Duffin Road—Motion to approve (Schramm/Callaway) Motion carries
  10. Repeal and re-creation of Ordinance Naming Town Roads—Changes Wooded Lane to Wooded Court, Motion to approve (Schramm/Bromley) Motion carries.
  11. April 2005 election—ongoing
  12. Adoption of the Uniform Dwelling Code—only applies to one and two family homes, NOT repairs, additions or alterations, unattached buildings, farms. Motion to draft ordinance to cover additions, remodels, etc. (Bromley/Callaway) Motion carries.
  13. Payment of bills submitted for approval—Motion to pay bills submitted and WE Energies and Frawley Oil (Bromley/Schramm) Motion carries.
There being no further business a motion to adjourn was made at 8:45 p.m. (Bromley/Schramm) Motion carries.
