Town Board Meeting (August 2009 minutes) Minutes For 8/10/2009
Minutes of the regular monthly meeting on Monday, August 10, 2009 at the LaGrange Town Hall at 7:30 PM.

Following the agenda:
  1. Approval of Minutes of July 13, 2008 (Bromley/Sukala)
  2. Treasurer Report
  3. Approval of Agenda (Bromley/Sukala)
  4. Committee Reports, if any from:
        a. Buildings and Highways
        b. Safety
        c. Lake Management Districts' Reports
        d. Finance & Personnel—set a date for preliminary budget meeting—Monday, August 31, at 7:30 p.m.
        e. Information committee
  5. Planning and Zoning Commission a.
        Information/discussion of a possible grocery store at the intersection on Hwy 12/67, Ken Micheloni—tabled by P&Z, no action taken b.
        Consider a position on the proposed construction of the Highway 12 four-lane through the Town of LaGrange—P&Z recommends that the Town’s position on the jurisdictional map (which shows the 4 lane highway cutting across the Town of LaGrange and there is an option that widens the current Highway 12 through the Town and makes it 4 lane) that both options should remain open and continue with the Highway map as it has been constructed. Motion to have a Representative of the Town Board at the meeting on August 13, 2009 with the jurisdictional highway committee leaving the 4-lane (the red line) option on the jurisdictional map and the second option of widening Highway 12 both remain options and be considered when the construction is close at hand (Bromley/Schramm) Much discussion ensued, Town’s people only want Town to endorse the “red line” option which is the original option placed on the map back in the 1960’s. There is a petition from the Towns people to have the red line option be the only option for a 4-lane highway through the Town of LaGrange. Motion is withdrawn by Supervisor Bromley and Supervisor Schramm concurs. Motion that the Town rep at the jurisdictional Highway meeting advocate the retention of the red line 4 lane be the only expansion of Highway 12 as a four lane road through the Town of LaGrange and oppose the expansion of Highway 12 in its current bed as it lies (Bromley/Schramm) Motion carries unanimously. c.
        Consideration of platting issues regarding Lost Nation Park—Problem that the Register of Deeds has brought up, P&Z has recommended that the Town consider and give notice for construction of an assessors plat for Lost Nation Park, None of the descriptions for the property refer to the recorded plat on record, cost would not be under $10,000 could be as high as $20,000, Town would special assess the cost among the property owners. Motion to properly notice the property owners in Lost Nation Park about not having a correct assessors plat and the special assessment to be charged for the construction of an assessors plat (Bromley/Sukala) Motion carries unanimously. d.
        Possibility of a special assessment to land owners for assessors plat of Lost Nation Park e.
        Completion of a survey and recommendations regarding Home Occupations/Professional Home offices to Walworth county zoning agency—Plan and zone took care of and sent recommendations to Walworth County f.
        Consideration of approval of the final plat for Stan Smith, Prairie Shores, A condominium, and the condo declaration documents, and bylaws—P&Z favors approval subject to approval of Town’s attorney, Attorney Jim Howe present to represent Stan Smith, Motion to accept the final plat for Prairie Shores pending Town engineer and Town Attorney’s approval (Bromley/Schramm) Motion carries unanimously. g.
        Consideration of approval for a rezone of parcel H LG30003, Guardian Pipeline, on Kettle Moraine Drive, 51 acres to A-1 and 20 acres to P-2—P&Z recommends approval, Motion to approve as requested (Bromley/Schramm) Motion carries unanimously. h.
        Request for a variance for Lauderdale Lakes Lake Management District for 2 boardwalks in the wetlands—P&Z recommends approval, from the 4th hole a 7 foot wide board walk to the pier, Motion to approve (Bromley/Schramm) Motion carries unanimously.
  6. Possible violation of pier ordinance at W5189 Sterlingworth Court, Elkhorn, James Vito—agreement between both parties has been reached, removing the 4’ L section from his pier to make a straight pier for next year.
  7. Possible violation of pier ordinance at W5183 Sterlingworth Court, Joanne Young—removing fence for next year, can remain for the remainder of this year, put pins in ground so can be place in proper place for next season.
  8. Update on investigation regarding the April 05 election—nothing but voicemail.
  9. Approval of bills properly submitted for payment
        --Motion to pay bills properly submitted (Bromley/Schramm)

Motion to adjourn at 9:23 p.m. (Schramm/Bromley) Motion carries.
The LaGrange Town Hall is located at the intersection of County Trunk H and Territorial Road in the Town.
