MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
August 13, 2007
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, and Supervisor Callaway were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present. Absent was Supervisor Schramm
- The minutes of July 9, 2007 were approved as presented (Bromley/Callaway)
- Treasurer’s report accepted as presented
- The agenda was approved (Bromley/Callaway) Motion carries
- Committee Reports:
a. Buildings and Highways: Repair of chimney on Town Hall—have 2 bids-one for $3,000 to disassemble and rebuild the chimney and one for $5,600 for the same work. Motion to accept the bid for $3,000 (Sukala/Bromley) Motion carries.
b. Safety committee: Talked about ordinance regulating water traffic on Lauderdale Lakes
c. Lake Management Districts: Pleasant lake—discussed sensitive areas; LLLMD—Saturday, Sept 1 is annual meeting, will talk about water traffic ordinance
d. Finance and Personnel: have application for new member, Dan Wilson, Greening Road, Motion to approve new member (Callaway/Sukala) Motion carries. There will be a meeting on August 20, 2007 at 7 p.m. at the Town Hall.
e. Information committee: no meeting
- Planning and Zoning:
a. Survey of Town land owners—worked on, want to send to all property owners in the Town of LaGrange, would like to also send out the TDR brochure with it, Crystal to check with printers to get costs on printing these items
b. Public notice signs for zoning changes—memo from Walworth County, plan and zoning recommends the requirement of posting signs, Sugar Creek did just pass such an ordinance as well, Attorney Adelman will get the ordinance ready for September.
c. Enforcement of timelines regarding subdivisions—the ordinance states 45 days prior to filing the preliminary plat with the Town, the Developer or representative must file the plat with a person or firm designated by the Town for survey and engineering review. Motion to make it policy that a letter be given to any and all developers at first contact explaining the procedure in filing such documents. (Bromley/Sukala) Motion carries.
d. Smart Growth Compliance planning and consideration of future zoning change recommendations
- Public hearing for vacating part of Lake Road—both Sidhu and Scherschel present, are trying to work out between themselves, Motion to table until next month (Bromley/Sukala) Motion carries.
- Enforcement of pier ordinance regarding property at W5874 Bubbling Springs—LLLMD is talking about hiring a person to do the pier investigations, Motion to refer these items to Gregory Guidry for investigation, if in violation try to get homeowner to comply with ordinance, if won’t then send a letter to owner that issue will be on Town Board agenda for enforcement (Bromley/Callaway) Motion carries. Gregory will investigate numbers 7, 8 and 10 for presentation in September.
- Pier ordinance enforcement regarding W5627 Forest Road—see #7
- Town Beach/Park at the boat house—can possibly get a grant to cover 70% of cost, Rick to get Lou Olson, Walworth County and Kristen Belan, Crispell-Snyder to look at.
- Enforcement of pier ordinance at W5268 Lauderdale Drive—see #7
- Pier permit for Tom and Cheryl McGarrity, on North Drive—have permit in with the DNR, need letter of approval from DNR, drawing presented at this meeting does not comply with Town’s ordinance, need better drawing to prove 8 foot setback, Motion to table (Sukala/Callaway) Motion carries.
- Ordinance to establish building codes—does all that we’ve been doing, but adds an occupancy bond, forfeiture of not less than $10, nor more than $100, Motion to approve with changes and 10, 100 (Bromley/Sukala) Motion carries.
- Provisional operators license for James Matieas, 2307 Catherine Ave—Motion to approve (Bromley/Sukala) Motion carries
- April 2005 election—ongoing
- Payment of bills submitted for approval—Motion to pay bills submitted (Bromley/Callaway) Motion carries.
There being no further business a motion to adjourn was made at 9:35 p.m. (Callaway/Bromley) Motion carries.
