MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
September 10, 2007
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Supervisor Bromley. Supervisor Sukala, Supervisor Callaway, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present. Absent was Chairman Taylor.
- The minutes of August 13, 2007 were approved as presented (Callaway/Schramm)
- Treasurer’s report accepted as presented
- The agenda was approved with addenda (Schramm/Sukala) Motion carries
- Committee Reports:
a. Buildings and Highways: pier and shorestation in Pleasant Lake, leave in water for winter, Motion to have the Township take care of pier and shorestation (Sukala/Schramm) Motion carries. Also at Pleasant Lake water drainage issue, Motion to authorize Don Sukala and Rick Callaway to incur up to $1,000 to have the Pleasant Lake culvert rodded (Schramm/Callaway) Motion carries.
b. Safety committee: Talked about ordinances regulating water traffic on Lauderdale Lakes, have one ready to send to Attorney Adelman for review, the other one will be discussed further at another meeting on Monday the 17th at 6:15 p.m. at the Town Hall
c. Lake Management Districts: LLLMD—annual meeting was 9/1, had recent problem with flooding, Town of LaGrange and LLLMD did great job controlling the flooding.
d. Finance and Personnel: no meeting
e. Information committee: no meeting
- Planning and Zoning: no meeting
- Ordinance to notify of changes in land regulation by signage—suggested by Walworth County, Town would own the signs, and place them, fine for relocating, removing or damaging the signs, Motion for fines of $200 minimum, $500 maximum (Callaway/Sukala) Motion carries. Motion to adopt ordinance (Callaway/Schramm) Motion carries.
- LaGrange beach and boat house project—asking for approval for Don and Rick to proceed, Motion for Sukala and Callaway to move forward with process and come back to Town Board with plan (Schramm/Sukala) Motion carries.
- Pier permit for Frank Lena, W5268 Lauderdale Drive for relocating pier—wants to bring pier into compliance with ordinance, but not until 2008, Motion to allow existing pier to remain for rest of 2007, when put in pier for 2008 needs to be in compliance with ordinance (Callaway/Sukala) Motion carries.
- Big Spring Drive—need an engineer to look at so it can be repaired properly, Motion to incur expense of engineer looking at Big Spring Drive (Schramm/Callaway) Motion carries.
- Commercial fee for boat launches—our current ordinance does not even allow for commercial use—Revise ordinance for October
- Possible sale of PWC shorestation and trailer—Motion to ask LLLMD if they could use it, if not sell it (Callaway/Sukala) Motion carries.
- Culvert issue on Duffin Road—Pat took care of already
- Enforcement of pier ordinance:
a. W5627 Forest Road—Greg will look into for October
b. W5784 Bubbling Springs—working with homeowner to come into compliance
c. W5268 Lauderdale Drive—see #8
d. W5280 Lauderdale Drive—Shorestation is in violation, neighbor says been there before 2001, so grandfathered
e. W5284 Lauderdale Drive—shorestation is in violation—Greg will talk with owner
- Occupancy bond amounts—combine construction bond with occupancy bond, Motion to redraft current ordinance to incorporate concept of occupancy bond with construction bond (Callaway/Schramm) Motion carries.
- Building inspector fees for permits—Buildings and road committee reviewed and has recommended to the Board to accept increase in fees, we would be compatible with other local municipalities, will put on website for people to look at easily, suggestion that the time to review or to increase fees is at the time of contract renewal not mid-contract, Motion to accept fee schedule as revised (Sukala/Schramm) Motion carries.
- Smart Growth memo—reviewing classifications of land, two options—A is to rely on County’s existing zoning, B is to start over
- Memo to Smart Growth from Walworth County—just discussion
- April 2005 election—ongoing
- Payment of bills submitted for approval—Motion to pay bills submitted (Callaway/Schramm) Motion carries.
There being no further business a motion to adjourn was made at 9:00 p.m. (Schramm/Callaway) Motion carries.
