MINUTES OF REGULAR TOWN BOARD MEETING
LAGRANGE TOWN BOARD
September 11, 2006
A moment of silence was observed for all the families and victims of 9/11 2001.
The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Supervisor Bromley, Supervisor Sukala, Supervisor Lohrmann, and Supervisor Schramm were all present. Crystal Hoffmann, Clerk/Treasurer and Elizabeth Adelman, Town Attorney were also present.
- The minutes of August 14, 2006 were approved as presented (Bromley/Sukala)
- Treasurer’s report was accepted as presented.
- The agenda was approved with addenda (Lohrmann/Bromley) Motion carries
- Committee Reports:
a. Buildings and Highways: no meeting held
b. Safety committee: meeting tonight, Fire Department routine work on equipment truck continues, best attended steak fry yet, water patrol executive summary was read, launch ramps—Bubbling springs ramp is in, blacktop and pier need to be done, boat house is coming along, Lauderdale Aqua Skiers update-are in complete compliance with Walworth County
c. Lake Management Districts:
i. Pleasant Lake: nothing to report
ii. Lauderdale Lakes Management: Don Sukala attended meeting, District expressed gratitude to Rick Callaway for work he has done, proposing to buy a new boat
d. Finance and Personnel: no meeting
e. Information committee: no meeting
- Planning and Zoning:
a. Plat approval request for Stan Smith—will have similar covenants as Wright’s did, have a meeting set at County, hope to be on Town’s agenda in November for review and approval, 12 homes/condos, 65.5% of site will be conserved, 155’ lake shore set back, would like a 60 day extension—Plan and zone approved extension as applicant is moving forward, Motion to approve 60 day extension (Lohrmann/Sukala) Motion carries
b. Murray—rezone from B-5 to B-4, plan and zone tabled, Motion to table (Lohrmann/Schramm) Motion carries
c. Certified survey map approval request for Santi—tabled at plan and zone, Motion to table (Schramm/Sukala) Motion carries
d. Implementation of conservation subdivision ordinance—the ordinance requires a pre-application meeting with Walworth County, Motion to make it policy that at least two members of plan and zoning committee attend the pre-planning meeting, with the option for all to attend (Schramm/Sukala)
e. Review of C-2 land classifications—the Town is striving for consistency in its zoning, suggest Plan and zoning committee take a look at entire Town zoning to identify parcels possibly zoned incorrectly, Motion to have Plan and Zoning Committee start looking at zoning for the entire Town, all classes of zoning (Taylor/Bromley) Motion carries.
f. Guideline formulation/discussion for plan and zoning issues—looking at criteria for what constitutes a rezone
- Richard and Margaret Leuenberger, N7635 Rendell Drive, pier issue with neighbors pier—Town board will ask the building inspector, Gregory Guidry, to look at and decide if neighbors pier encroaches on Leuenberger’s, next question would be how long has neighbors pier been there?, Town may not have any authority to do anything
- Traffic sign ordinance—Motion to approve (Taylor/Sukala) Motion carries.
- Alternated for Board of Review—Beth Sukala and Richard Callaway—Motion to approve (Lohrmann/Bromley) Motion carries with Sukala obstaining
- Wharf permit request for Greg Twielmeyer, Lauderdale Lakes Aqua Skiers—would like to extend existing wharf by 100’, wharf would be for operations, not viewing, have to go to DNR first.
- Ordinance regulation vehicles on Pleasant Lake—Motion to table (Lohrmann/Sukala) Motion carries
- April 2005 election investigation—still on going, investigative calls are being made
- Increase of election worker pay for extended hours—Motion to increase pay to $125/day including lunch (Taylor/Schramm) Motion carries
- Smart Growth Technical Advisory Committee report: public participation plan for the planning process—Motion to approve (Sukala/Schramm) Motion carries
- Payment of bills properly submitted for payment—Sukala/Bromley—Motion carries
There being no further business a motion to adjourn was made at 9:11 p.m. (Bromley/Sukala) Motion carries.
