MINUTES OF THE REGULAR TOWN BOARD MEETING
LA GRANGE TOWN BOARD
September 14, 2009

The regular monthly meeting of the Town Board of the Town of LaGrange was called to order by Chairman Taylor. Chairman Taylor, Supervisor Bromley, Supervisor Sukala, Supervisor Callaway and Supervisor Schramm were all present. Also present was Crystal Hoffmann, Clerk/Treasurer.
Following the Agenda:
  1. Approval of Minutes of August 10, 2009 meeting (Sukala/Bromley)
  2. Treasurer Report, accepted as read
  3. Approval of Agenda (Bromley/Schramm)
  4. Committee Reports, if any from:
        a. Buildings and Highways—meeting 9/9/09, Reducing speed limit on Hwy H from hwy A to Bubbling Springs from 55 MPH to 45 MPH, Committee recommends reducing the speed limit from 55 MPH to 45 MPH from Highway A to .2 of a mile North of Bubbling Springs Road (the Lyle Fell property) . Attorney Leibsle present to represent the Lost Nation Farms, and gave presentation in support of reduction in speed limit. Motion to approve recommending to Walworth County Board reducing the speed limit on Hwy H from the Town line North to .2 of a mile North of Bubbling Springs Road (Callaway/Sukala) Motion carries. Also discussed at building and roads meeting was reducing the speed limit on Hwy 12 between Abel’s corner and Robinson Road to 45 MPH from the current 50 MPH it is now.
        b. Safety—meeting tonight, Mike Bettinger and Dr. Seegers present to discuss bicycling in the Town of LaGrange, there is possibly some funding available for possible improvements to encourage bicycling in the Town of LaGrange, also LL numbers on the lake side—have a volunteer to go around lake to look for numbers, also discussed new state law regarding the slow-no-wake within 100 feet of shore
        c. Lake Management Districts' Reports—Pleasant Lake—no meeting; LLLMD--at last annual meeting, a vote was taken regarding the Lauderdale Lakes Aqua Skiers whether in favor of them or not, it was a closed ballot, and the results were 127 in favor, and 21 against the Lauderdale lakes Aqua Skiers
        d. Finance & Personnel
        e. Information committee
  5. Planning and Zoning Commission
  6. Adoption of the pier ordinance with the recommended changes from July’s meeting regarding non-complying piers—Motion to repeal previous pier ordinance 2008-03 and adopt 2009-05 to regulate wharfs, piers and mooring facilities and establish a pier head line for Lauderdale Lakes (Bromley/Schramm) Motion carries.
  7. Discussion and possible action regarding dog licensing fees—County is raising fees, Motion to change fees from $5 spayed/neutered and $10 for unaltered animals to $8 and $13 to keep up with Walworth county increase. (Callaway/Bromley) Motion carries.
  8. Discussion and possible action regarding a census committee for the 2010 US Census & proclamation of support for the census—Crystal will be liaison, put things on website and in newsletter encouraging people to fill and send back.
  9. Discussion and possible action regarding the speed limit on County Highway H—see 4a.
  10. Update on investigation regarding the April 05 election—voice mail, no official word, but could be a dead issue
  11. Approval of bills properly submitted for payment—Motion to approve bills properly submitted for payment(Schramm/Callaway)
